HomeMy WebLinkAbout200622 MTGMINUTES – Eugene City Council Meeting June 22, 2020 Page 1 M I N U T E S Eugene City Council and Eugene Urban Renewal Agency Virtual Meeting Eugene, Oregon 97401 June 22, 2020 7:30 p.m. Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg Evans, Claire Syrett, Chris Pryor Mayor Vinis opened the June 22, 2020, meeting of the Eugene City Council in a virtual format. 1. COMMITTEE REPORTS AND ITEMS OF INTEREST Council Discussion  Mayor Vinis – shared information about budget adoption deadlines and the upcoming work session on public safety funding.  Councilor Zelenka – expressed the council’s support for meaningful public safety reforms and the need for an inclusive and thorough process.  Councilor Semple – shared that the Human Rights Commission passed a resolution in support of Black Lives Matter.  Councilor Syrett – announced that six councilors and the Mayor released a statement in support of Black Lives Matter, recognizing systemic racism and committing to meaningful change in all areas of government. 2. PUBLIC FORUM 1. Alessandra Casanova – spoke in favor of reallocation of police funding, more support for Cahoots. 2. Gracie Schatz – spoke in favor of reallocation of police funding, more support for Cahoots. 3. Brittiny Raine – spoke about police brutality, excessive force, and needed changes to EPD procedures. 4. Zondie Zinke – said the council has a racism problem and reform won’t work. 5. Linda Sisson – spoke about the myth of widespread short-term rental problems; said owners care. 6. Janus Schlaf – supported defunding the police, noting problems with current oversight system. 7. Joshua Korn – spoke about the environmental impacts of 5G technology. 8. Kory Northrup – supported reallocation of police budget and payroll tax distributions. 9. Mary McLevey – supported reallocation of police funding, use of technology for oversight. 10. Bruce Sisson – said short-term rentals provide needed income for property owners. 11. Tim Kovash – stated there is no data supporting the claim that STRs are a problem. 12. Daisy W. – asked council to support BLM through actions, not only words; implement 8 Can’t Wait. 13. Paul Schwartzberg – said there is no data on STR problems or their impact on housing stock. 14. Rianna – demanded reallocation of budget away from police and towards social services. 15. Jay Moore – spoke as an advocate for and patron of STRs; opposed overregulation. 16. Sam Shaw – offered to help the City implement STAR Voting if it passes in November. 17. Sam Allen – supported the reallocation of the Police Department’s budget. 18. Kathryn Dunn – asked council not to single out STRs for licensing not required of other businesses. 19. Lonnie Douglas – supported reallocation of police funding; announced a new payroll tax initiative. 20. Brett London – spoke as a consumer of STRs, noting they are important resource. 21. Valerie Harris – asked council not to single out STRs for new regulations. 23. Martin – said he represented Black unity; demanded reallocation of the police budget to Cahoots. 24. Tyler Stewart – spoke about racism, economic injustice and the need for reform. 25. Thomas Hiura – supported additional funding for Cahoots, lower budget for police, shared goals. 26. Kali – supported defunding and abolishing the police. 27. Bruce Searl – said the proposed registration fee and licensing for STRs is unfair and unreasonable. 28. Sara Wolk – spoke about the recent failed STAR Voting initiative and cost analysis. 29. Isabel – asked for end to criminalization of homelessness; supported defunding police. 30. William Smith – spoke about the dangers of 5G technology to community health and safety. Council Discussion  Councilor Evans – thanked everyone for their testimony; reiterated council’s commitment to meaningful reform.  Councilor Yeh – supported the creation of a task force to discuss police reforms. 3. PUBLIC HEARING and ACTION: A Resolution Adopting a Supplemental Budget; Making Appropriations for the City of Eugene for the Fiscal Year Beginning July 1, 2019 and Ending June 30, 2020 Mayor Vinis opened the public hearing. 1. John Barofsky – spoke about the impacts of Covid-19 on the City’s budget, TAC implementation. Mayor Vinis closed the public hearing. MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to adopt a resolution adopting a Supplemental Budget; making appropriations for the City of Eugene for the fiscal year beginning July 1, 2019 and ending June 30, 2020. PASSED 8:0. 4. PUBLIC HEARING and ACTION: A Resolution Adopting the Budget, Making Appropriations, Determining, Levying and Categorizing the Annual Ad Valorem Property Tax Levy for the City of Eugene for the Fiscal Year Beginning July 1, 2020 and Ending June 30, 2021; a Resolution Electing to Receive State Revenue Sharing Funds Pursuant to Section 221.770 of Oregon Revised Statutes; and a Resolution Certifying that the City of Eugene Provides the Municipal Services Required by Oregon Revised Statutes Section 221.760 in Order to Receive State Shared Revenues Mayor Vinis opened the public hearing. 1. Mike Magee – stated that budgets are a moral contract; supported defunding police. 2. Zack Harris – supported the demands of Black, Indigenous and People of Color Liberation Collective. 3. Lola – voiced outrage at proposed budget. 4. Theresa Smith – supported the demands of BIPOC Liberation Collective. 5. Travis Johannes – supported the demands of BIPOC Liberation Collective. 6. Genevieve Schaack – supported the demands of BIPOC Liberation Collective. 7. Pamela Fouse – supported the demands of BIPOC Liberation Collective. 8. Patrick Walker – supported the demands of BIPOC Liberation Collective. 9. Heather Terral – supported the demands of BIPOC Liberation Collective. 10. Andie Darnal – supported the demands of BIPOC Liberation Collective. 11. Eloise Mueller – supported the demands of BIPOC Liberation Collective. 12. Zondie Zinke – supported the demands of BIPOC Liberation Collective. 13. Rachel – spoke about class issues and the criminalization of poverty. John Barofsky – supported the proposed budget and the City’s strategy to address the PERS liability. 16. Leilagh – supported a delay in adopting the budget and reallocation of funding. 17. Peter Johnson – supported the demands of BIPOC Liberation Collective. 18. Alex Farrington – supported the demands of BIPOC Liberation Collective. 19. Krysta Delfino – supported the demands of BIPOC Liberation Collective. 20. Matthew – supported the demands of BIPOC Liberation Collective. 21. Tessa Yoder – supported the demands of BIPOC Liberation Collective. 22. Matthew Yook – supported the demands of BIPOC Liberation Collective. 23. Ricardo Friaz – said the budget process is broken and needs to be fixed. 24. Tyler Hendry – shared his experience being arrested; supported the creation of a peace force. 25. Nicholas Tippins – supported the demands of BIPOC Liberation Collective. 26. Isaac Taitz – talked about intervention strategies and reallocation of police funds. 27. Sarah Astra – supported the demands of BIPOC Liberation Collective. 28. Sarah Quinn - supported the demands of BIPOC Liberation Collective. 29. Heidi Osaki – supported the demands of BIPOC Liberation Collective. 30. Jen Smith – supported the demands of BIPOC Liberation Collective. 31. Veena – supported the demands of BIPOC Liberation Collective. 32. Hallie – supported building more shelters, addressing the rent crisis and creating jobs. 33. Aaron Nelson – asked the council to follow Minneapolis’ lead and disband the police force. 34. Daisy Burge – offered ideas about where police funds could be reallocated. Mayor Vinis closed the public hearing. Council Discussion  Councilor Syrett – said changes to the budget must be made responsibly and deliberately.  Councilor Clark – said the City Council represents all people and perspectives. MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to adopt Resolution 5300 electing to receive State Revenue Sharing funds pursuant to Section 221.770 of Oregon Revised Statutes. PASSED 8:0 MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to adopt Resolution 5301 certifying that the City of Eugene provides the municipal services required by Oregon Revised Statues Section 221.760. PASSED 8:0 MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to adopt Resolution 5302 adopting the budget, making appropriations, and determining, levying and categorizing the annual ad valorem property tax levy for the City of Eugene for the fiscal year beginning July 1, 2020 and ending June 30, 2021. PASSED 8:0 Mayor Vinis closed the meeting of the Eugene City Council and opened a meeting of the Eugene Urban Renewal Agency. 5. PUBLIC HEARING and ACTION: A Resolution of the Urban Renewal Agency of the City of Eugene Adopting the Budget, Making Appropriations, and Declaring the Amount of Tax to be Certified for the Fiscal Year Beginning July 1, 2020 and Ending June 20, 2021 Mayor Vinis opened the public hearing. 1. Zondie Zinke – opposed the budget process that supports a racist and inequitable system.
