Board Public Hearing September 16, 2020 Page 1 MINUTES Eugene City Council and Lane County Board of Commissioners Virtual Public Hearing Eugene, Oregon 97401 September 16, 2020 6:00 p.m. Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg Evans, Claire Syrett, Chris Pryor Commissioners Present: Heather Buch, Pete Sorenson, Jay Bozievich, Pat Farr, Joe Berney Mayor Vinis called the September 16, 2020, meeting of the Eugene City Council to order. Lane County Board of Commissioners Chair Heather Buch opened the September 16, 2020, meeting of the Lane County Board of Commissioners. 1. JOINT WORK SESSION: An Ordinance Adopting an Updated Eugene Airport Master Plan, a Refinement Plan of the Eugene-Springfield Metropolitan Area General Plan (Metro Plan); Adopting a Severability Clause; and Providing an Effective Date (City File RA 19-2, Lane County File PA 19-5770) City of Eugene Senior Planner Dan Halverson, Acting Airport Director Cathryn Stephens, and RS&H Senior Planner Steven Domino gave a brief overview of the proposed ordinance. Mayor Vinis opened the public hearing for the Eugene City Council. Commissioner Buch opened the public hearing for the Lane County Board of Commissioners. Testimony 1. Betzi Hitz – encouraged focus on reducing carbon emissions and pursuing airport carbon accreditation. 2. Ginevra Ralph – supported incorporating accessibility improvements in long-term plans. 3. Alan Antilla – supported consideration of installing hearing loop system in development plans. Mayor Vinis and Commissioner Buch closed the public hearing. Discussion: • Councilor Zelenka – asked questions about the passenger forecast and the impact on the plan, short-term funds available, and plans for solar projects. • Commissioner Sorenson – encouraged partnership with Parks and Open Space staff on developing gateway plans; supported getting input from the membership of airport managers associations. • Councilor Syrett – appreciated efforts to prepare for the post-COVID-19 environment; asked how amendments by the City Council and Board of Commissioners would be reconciled; suggested looking at the Rivers to Ridges plan and gateway goals for future development; supported amending Goal 13 to include carbon emissions reductions. • Commissioner Berney – strongly supported inclusion of a hearing loop system in development plans; asked about the Airport’s ability to catch up with growth. Board Public Hearing September 16, 2020 Page 2 • Councilor Zelenka – asked whether the 1 ½ % for renewable energy requirement applied to the Airport development; noted there are no climate goals in the City’s Land Use Code. • Commissioner Berney – clarified the threshold for the minimum amount of funds for large construction projects that must be dedicated to renewable energy. • Councilor Zelenka – clarified that the Airport facility is in the City’s Climate Action Plan and Facilities Plan for the net zero goal, but the aircraft are not. • Councilor Berney – reported that Lane County moved forward with its structuring climate action with goal of competing with the any entity on aggressiveness and net creation of jobs. LANE COUNTY MOTION AND VOTE: Commissioner Bozevich, seconded by Commissioner Berney, moved to approve the second reading and set the third reading and deliberations for October 20, 2020, at 1:30 p.m. PASSED 5:0. Mayor Vinis adjourned the Eugene City Council meeting at 7:18 p.m. Commissioner Buch adjourned the Board of County Commissioners meeting.
