Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg Evans,
Claire Syrett, Chris Pryor
Mayor Vinis opened the November 9, 2020, meeting of the Eugene City Council in a virtual format.
1. PLEDGE OF ALLEGIANCE TO THE FLAG
Bill Buterbaugh led the meeting attendees in reciting the Pledge of Allegiance to the Flag in
commemoration of Veterans Day on November 11, 2020.
2. COMMITTEE REPORTS AND ITEMS OF INTEREST
Councilor Taylor - suggested using room tax revenue to help pay for underfunded services.
Councilor Zelenka - reported that the Police Commission and Ad Hoc Committee on Police
Policy were scheduled to meet this week.
Mayor Vinis - said that the Metropolitan Policy Committee was committed to incorporating
reduction of greenhouse gases in its planning goals; reported on the Public Safety Coordinating
Council's review of diversity, equity and inclusion.
3. CONSENT CALENDAR 1
A. Approval of City Council Minutes
• September 16, 2020, Work Session
September 28, 2020, Meeting
• September 30, 2020, Work Session
• October 14, 2020, JEO Work Session
B. Approval of City Council Tentative Agenda
MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to approve
the items on Consent Calendar 1. PASSED 8:0.
4. PUBLIC FORUM
1. Karl Morgenstern - thanked City for help with Holiday Farm Fire response and watershed protection.
2. Keith Bucher - voiced concern about lack of enforcement on illegal camps and criminal activities.
3. Dharmika Henshel - noted gap in City code that allows loud noises from Zip-O-Laminators.
4. William Smithson: thanked the Public Works director for work related to 5G wireless safety.
5. Lin Woodrich: spoke about work being done in the Bethel redevelopment plan to build capacity.
Council Discussion
Councilor Syrett - acknowledged the public safety problems in Ward 7 areas that Mr. Bucher
raised; clarified the property at issue belongs to ODOT which limits the City's response; agreed
there is a need to address the gap in the noise ordinance; encouraged continued efforts in
planning for Bethel area redevelopment.

Councilor Clark - thanked Ms. Woodrich for her testimony and echoed Syrett's support for
honoring commitment to the Bethel area; said he would issue a work session poll on developing
multifamily housing and encouraging economic development along corridors.
Councilor Evans - echoed the other councilors' comments related to Bethel redevelopment
efforts.
The meeting adjourned at 8:04 p.m.
