RECITALS:
A. The Lane County Local Government Boundary Commission by its Notice dated
August 23,2000, advised that pursuant to ORS 199.466 and ORS 199.519, the following described
real property was annexed to the City of Eugene, effective June 12,2000.
Tax Lot 106, Assessor's Map 17-04-23-11, located in the River Road
region of north Eugene, west of River Road, north of Horn Lane, east
of Anderson Lane, south of Manzana Street, and more particularly
described on Exhibit A attached hereto and incorporated herein by
reference. (Gould, EC EU 00-20)
That property is contained in and is a part of the River Road Water District and River Road
Park and Recreation District. The City desires that the property so annexed be withdrawn from those
Districts and that the City assume proportionate liability for the part of the Districts so withdrawn.

March 29,2000, advised that pursuant to ORS 199.466 and ORS 199.519, the following described

R. The Lane County Local Government Boundary Commission by its Notice dated
October 24,2000, advised that pursuant to ORS 199.466 and ORS 199.519, the following described
real property was annexed to the City of Eugene, effective September 26,2000.

region of north Eugene, west of River Road, north of Irving Road,
east of Crocker Road, and more particularly described on Exhibit R

That property is contained in and is a part of the Santa Clara Water District. The City desires
that the property so annexed be withdrawn from that District and that the City assume proportionate
liability for the part of the District so withdrawn.
S. The City has authority under ORS 199.510 and 222.520 to 222.575 to withdraw the
territories from the Districts without referring the withdrawals to the Boundary Commission.
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a
Municipal Corporation of the State of Oregon, as follows:
Section 1. The City Council proposes that the territory bounded by the line running as
follows, which has heretofore been annexed to the City of Eugene, shall be withdrawn from the
River Road Water District and River Road Parks & Recreation District:

region of north Eugene, west of River Road, north of Horn Lane, east

Section 3. Monday, February 12,2001, at 7 :30 p.m., Pacific Time, in the Council Chambers,
City Hall, Eugene, Oregon, is hereby fixed as the date, time and place for hearing objections to the
withdrawals. The City Manager shall cause a Notice of the date, time and place and purpose ofthe
hearing, a copy of which is attached as Exhibit S hereto, to be published in the Register Guard once
each week for two consecutive weeks prior to the hearing and to be posted in four public places in
the City for a like period of time.
The foregoing Resolution adopted the 22nd day of January, 2001.
