LOCATION OF A NEW FEDERAL COURTHOUSE AT THE
"CHIQUIT A" SITE WITHIN THE CITY OF EUGENE.

A RESOLUTION REAFFIRMING COUNCIL SUPPORT FOR
LOCATION OF A NEW FEDERAL COURTHOUSE AT THE
"CHIQUITA" SITE WITHIN THE CITY OF EUGENE.
The City Council of the City of Eugene finds that:
A. Prior Council Resolutions have expressed the Council's support for acquisition of the
"Chiquita" property by the Urban Renewal Agency of the City of Eugene ("Agency") as a site for
location of a new federal courthouse.
B. The Agency has entered into a binding purchase agreement with Chiquita to acquire
its property, and has agreed to make a portion of the property available for location of the new
federal courthouse.
C. In the Final Environmental Impact Statement issued in December 2000, the GSA
selected the "Chiquita" site as the preferred alternative location.
D. Location of the new federal courthouse on this site is consistent with the City's
adopted 1984 Downtown Plan; will further a long-held community desire to connect the downtown
with the Willamette River area; would play a pivotal role in implementing the 2000 Greater
Downtown vision currently being discussed by the City Council; and the $70 million investment in
downtown Eugene will enhance the City's role as a regional center for a variety of services, such as
government, business, education, health care, and higher education.
Now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a
Municipal Corporation of the State of Oregon, as follows:
Resolution - 1
Section 1. Based on the above findings, which are adopted herein, the City Council
reaffirms its position that the Eugene "Chiquita" site is the most appropriate location for the new
federal courthouse, and is prepared to take such action it determines is necessary and appropriate to
convince GSA to select the site.
Section 2. The City Council expresses its support of GSA in its efforts to acquire the
AutoCraft site and relocate the business, preferably by negotiation, and, if necessary, by
condemnation, provided AutoCraft receives fair market value for its land and buildings and
relocation benefits to enable AutoCraft to operate from another location, as provided by law.
Section 3. The City Council directs the City Manager to continue to help locate an
appropriate site for the relocation of AutoCraft so that it can continue its operation if their current
location is acquired as part of the federal courthouse site.
The foregoing Resolution adopted the 3rt day of January, 2001.
