Councilors Present: Greg Evans, Matt Keating, Jennifer Yeh, Mike Clark, Randy Groves,
Alan Zelenka, Lyndsie Leech and Emily Semple
Mayor Vinis opened the January 11, 2023, work session of the Eugene City Council in a
hybrid format at 101 W 10th Avenue, Eugene OR 97401.
1. EXECUTIVE SESSION Pursuant to ORS 192.660(2) ( e) real property transactions
2. WORK SESSION: An Ordinance Concerning Flood Hazard Areas and Amending
Sections 9.0500; 9.6705, 9.6706, 9.6707, 9.6708 And 9.6709 of the Eugene Code,
1971, and Providing an Effective Date.
Sarah Medary introduced Civil Engineer, Jack Blackham and Senior Planner, Jeff
Gepper, who presented information on An Ordinance Concerning Flood Hazard
Areas and Amending Sections 9.0500; 9.6705, 9.6706, 9.6707, 9.6708 And 9.6709 of
the Eugene Code, 1971, and Providing an Effective Date.

Councilor Groves -asked if the City is involved any work with the Army Corps of
Engineers to evaluate dam stability on the upper Willamette river; noted would like
more information dam stability and flood impacts on Eugene.
Councilor Zelenka -asked staff why the new flood plain maps do not impact this
code; stated he is unaware of any reports showing that the dams in the upper
Willamette River are in any danger of failure.
Councilor Clark -asked for modeling regarding earthquake and the impact of
flooding on Eugene; noted that dams to the north of Eugene are not built to
withstand a major earthquake.
Councilor Keating -noted that Lane Council of Governments has recently reported
that the Creswell Airport is the Federal Emergency Management Agency designated
airport in the event of an emergency that disables the Eugene Airport.
Mayor Vinis adjourned the meeting at 1:12 p.m.
