Councilors Present: Matt Keating, Jennifer Yeh, Mike Clark, Randy Groves, Alan Zelenka,
Emily Semple, and Lyndsie Leech
Councilors Absent: Greg Evans
Mayor Vinis opened the April 26, 2023, work session of the Eugene City Council in a hybrid
format at 101 W 10th Avenue, Eugene OR 97401.
1. EXECUTIVE SESSION: Pursuant to ORS 192.660(2)(i)
2. WORK SESSION: Municipal Court Judge Annual Evaluation
People, Culture and Development Manager, Becky DeWitt, presented information regarding
the annual evaluation of Municipal Court Judge, Greg Gill.

Councilor Zelenka -stated his appreciation for Judge Gill's work; recited portions of the
360 review submissions for Judge Gill's review.
Councilor Groves noted Judge Gill's level of experience; appreciative of Judge Gill's
ability to innovate and meet challenges; asked about the working relationship between
the City and Lane County Jail; noted the challenges of working with municipal court
defendants due to mental health, substance use and abuse issues; appreciates Judge
Gill's use of alternatives to incarceration.
Councilor Clark -stated that Judge Gill does an exceptional job; asked Judge Gill how he
thinks about justice and recidivism to overcome repeat offenses to public camping;
asked about effective alternative tools in lieu of long-term incarceration; asked what
method's Judge Gill plans to use to address willful violations differently.
Councilor Keating -asked for clarity on what measures Judge Gill can use as
alternatives to fines or incarceration; stated the Judge's work has been exemplary.
Councilor Semple -appreciates the Community Court system and the work Judge Gill
has done to make the system more efficient; believes that Judge Gill is adaptive,
responsive, clear, and caring.
MOTION AND VOTE: Councilor Groves, seconded by Councilor
Keating, move to authorize the Council President to execute an
amendment to Judge Greg Gill's employment contract that:
1) establishes a Presiding Judge salary of $131,331.20 to $177,278.40,
with a range adjusting consistent with COLA adjustments for non-
represented staff; and 2) awards Judge Gill a merit increase of $8,112,
which is approximately a 5.3% pay increase, placing him at grade 12,

step 7 of the established salary range. VOTE: PASSED 7:0
Councilor Discussion:
• Councilor Zelenka -asked what other staff positions are in grade 12.
3. WORK SESSION: Industrial Pretreatment Program Code Updates
City Manager Medary introduced Public Works Wastewater Division Director, Michelle
Miranda, who presented the information on the Industrial Pretreatment Program Code
Updates.

Councilor Groves -asked how close the wastewater plant is to reaching capacity .
Councilor Zelenka -asked what the peak usage is for the wastewater plant; asked staff
to outline the purpose of the poplar tree farm; asked for an update on the biomass
facility.

Councilor Keating -asked what awards the treatment facility has received; asked what
opportunities exist for grey water processing; asked if the City is looking to other
municipalities for additional ideas for grey water processing.
Councilor Yeh -stated that the wastewater partnership between Eugene, Springfield,
and Lane County is exemplary.
Mayor Vinis adjourned the meeting at 1:22 p.m.
