Councilors Present: Emily Semple, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg
Evans, Lyndsie Leech, and Randy Groves
Mayor Vinis opened the April 10, 2023, meeting of the Eugene City Council in a hybrid in-
person and virtual format at 101 W. 10 th Avenue, Suite 114, Eugene, OR 97401.
1. CEREMONIAL MATTERS
Mayor Vinis read proclamations for National Day of Silence and Earth Day.
2. COMMITTEE REPORTS AND ITEMS OF INTEREST
• Councilor Evans -shared updates from the Intergovernmental Relations Committee
regarding active bills and legislative priorities.
• Councilor Keating-spoke about recent meetings with the Southeast Neighbors
Association and his attendance of the National League of Cities Congressional
Conference; noted the upcoming meeting of the Human Rights Commission's
Homelessness and Poverty Work Group.
• Councilor Groves -noted upcoming meetings of the Active Bethel Citizens and the
Churchill Area Neighbors.
• Mayor Vinis -noted an upcoming Earth Day event and an event for Food Waste
Prevention Week.
• Councilor Clark -noted the upcoming Annual Book Sale benefitting the Friends of
Eugene Public Library.
• Mayor Vinis -spoke about her recent trip to Kakegawa, Japan, one of Eugene's Sister
Cities.

MOTION AND VOTE: Councilor Groves, seconded by Councilor
Keating, moved to approve the items on Consent Calendar 1.

2. Robin Bloomgarden -spoke in favor of a public health overlay zone in West Eugene.
3. Jan Bohman -spoke in favor of a public health overlay zone in West Eugene.
4. Jere C. Rosemeyer spoke in favor of a health overlay zone in West Eugene.
5. Sue Craig -spoke in favor of a health overlay zone in West Eugene.
6. Elliot Grey spoke in favor of the electrification ordinance.
7. Lisa Dion -spoke in favor of a health overlay zone in West Eugene.
8. Rich Locke -spoke about environmental impact ofunhoused population.
9. Timothy J. Williams -spoke on behalf of the unhoused community.
10. Otto Poticha spoke in favor a master plan for the new city hall site.

12. Zach Mulholland -spoke in favor of a health overlay zone and revenue committee.
13. Wayne Martin -spoke in support of better treatment of the unhoused community.
14. Laura Appell -spoke for the decriminalization of psychedelic plants and fungi.
15. Arjorie Arberry-Baribeault -spoke in favor of a health overlay zone in West Eugene.
16. Suzanne O'Shea -spoke in favor of a health overlay zone in West Eugene.
17. Jerrel Brown -spoke in favor of a health overlay zone in West Eugene.
18. Randolph Nelson -spoke in favor of a designate unhoused camping area.
19. Josh Easterlund -spoke for the decriminalization of psychedelic plants and fungi.
20. Sammy Rothauge -spoke in favor of affordable housing.
21. Bella Lee -spoke in favor of supporting homeless youth.
22. Patty Hine -spoke in favor of a public health overlay zone in West Eugene.
23. Thomas Newman -spoke in favor density in new housing.

Mayor Vinis noted her appreciation for those who gave testimony including Lisa
Dion and those who spoke on behalf of the unhoused.
Councilor Semple -noted her appreciation for those who gave testimony including
Timothy Williams, Wayne Martin, Sammy Rothauge and Bella Lee.
Councilor Groves -noted his support for the public health overlay zone; noted the
limitations of a zone; noted local resources to deal with toxic waste.
Councilor Evans -noted his appreciation for those who gave testimony including
Lin Woodrich, Robin Bloomgarden, Suzanne O'Shea, Jerrel Brown, and other
residents from Wards 6 and 8.
• Councilor Keating -noted his appreciation for those who gave testimony including
Lisa Dion, Th~mas Newman, Jan Bohman, and other members of local organizations.
Mayor Vinis adjourned the meeting at 8:41 p.m.
