Mayor Lucy Vinis opened the February 28, 2023, public hearing of the Eugene City Council in virtual
format.
Lane County Board of Commissioners Chair Pat Farr opened the February 28, 2023, public hearing of
the Lane County Board of Commissioners in virtual format.
1. JOINT PUBLIC HEARING -An Ordinance Establishing Urban Reserves for the City of Eugene;
Amending the Eugene-Springfield Metropolitan General Plan; Amending the Envision Eugene
Comprehensive Plan; and Amending the Public Facilities and Service Plan
City of Eugene Senior Planner, Rebecca Gers how, gave a brief overview of the proposed ordinance.
Mayor Vinis opened the public hearing for the Eugene City Council.
Commissioner Farr opened the public hearing for the Lane County Board of Commissioners.
Testimony
1. Sue Prichardd -outlined the work that went into the proposed ordinance, spoke in favor of the
proposed ordinance.
2. Howard Saxion -outlined various factors considered in the proposed ordinance, spoke in favor
of the proposed ordinance.
3. Kevin Alltucker -spoke about specific properties and in favor of the ordinance as proposed.
4. Mark Rabinowitz -asked the City and County to get input from the Kalapuya prior to action.
5. Jennifer Hayward -spoke in favor of including specific land in the Urban Reserves.
6. Mike Reeder -spoke about specific properties in relation to Urban Reserves.
7. Sharon Blick-spoke against the ordinance as proposed with concerns about wildlife
protection.
8. Hope Vaccher -posed questions and concerns regarding the proposed ordinance.
9. Jacquelyn Lansing -spoke about concerns regarding Urban Reserve expansion.
10. Albert Le Page -spoke regarding concern for wildlife habitat protection and trail planning.
11. Bill Kloos -outlined concerns regarding Urban Reserves and developable land criteria.
Mayor Vinis and Commissioner Farr closed the public hearing.

Discussion: •Commissioner Trieger -noted she is prepared to make a motion for Lane County future
readings of the ordinance.•Commissioner Loveall -asked for more information about how wetland, big game habitat, and
other issues that require mitigation efforts and how that impacts the developable land in the
proposed ordinance.
LANE COUNTY MOTION AND VOTE: Vice Chair Trieger, seconded by Commissioner
Loveall, moved to approve the second reading, set a third reading and deliberations on April
11, 2023 at 1:30pm. PASSED 5:0
Mayor Vin is adjourned the Eugene City Council meeting at 6:54 p.m.
Commissioner Farr adjourned the Lane County Board of Commissioners meeting at 6:54 p.m.
