Councilors Absent: Greg Evans
Mayor Vinis opened the February 21, 2023 public hearing of the Eugene City Council in a
hybrid format at 101 W 10th Avenue, Suite 114, Eugene OR 97401.
1. PUBLIC HEARING -An Ordinance Concerning Budget Committee Term and
Amending Sections 2.013 and 2.604 of the Eugene Code, 1971.
Mayor Vinis opened the Public Hearing.
City Manager, Sarah Medary, introduced the topic and provided background
information.
There were no speakers for the Public Hearing.
Mayor Vinis closed the Public Hearing.
2. PUBLIC HEARING -An Ordinance Providing for Withdrawal of Annexed
Properties from the Following Special Districts: Goshen Rural Fire Protection
District; Junction City Water Control District; Lane Fire Authority; River Road
Parks & Recreation District; River Road Water District; Santa Clara Rural Fire
Protection District; Santa Clara Water District; Willakenzie Rural Fire Protection
District; and Willamalane Park and Recreation District.
Mayor Vinis opened the Public Hearing.
City Manager, Sarah Medary, introduced the topic and provided background
information.
There were no speakers for the Public Hearing.
Mayor Vinis closed the Public Hearing.
3. PUBLIC HEARING -An Ordinance Concerning Flood Hazard Areas and Amending
Sections 9.0500; 9.6705, 9.6706, 9.6707, 9.6708 And 9.6709 of the Eugene Code,
1971, and Providing an Effective Date.

There were no speakers for the Public Hearing.
Mayor Vinis closed the Public Hearing and stated that written testimony will be
accepted until Council takes action on this item.
Mayor Vinis adjourned the Public Hearing at 5:39 p.m.
