HomeMy WebLinkAbout230213 WSMINUTES Eugene City Council Work Session Eugene, Oregon 97401 February 13, 2023 5:30 p.m. Councilors Present: Matt Keating, Jennifer Yeh, Mike Clark, Randy Groves, Lyndsie Leech and Emily Semple Councilors Absent: Alan Zelenka and Greg Evans Mayor Vinis opened the February 13, 2023, work session of the Eugene City Council in a hybrid format at 101 W 10th Avenue, Eugene OR 97401. 1. WORK SESSION and POSSIBLE ACTION: Parks and Recreation Funding City Manager, Sarah Medary, introduced Public Works Director, Matt Rodrigues, who presented the information on proposed Parks and Recreation funding options. Councilor Discussion: • Councilor Clark -stated that due to the increased cost, the new levy is less likely to be approved by voters; noted concern over how recent Council decisions may impact voter approval of this levy. MOTION AND VOTE: Councilor Groves, seconded by Councilor Keating, moved to adopt Resolution No. 5372, A Resolution Calling a City Election on May 16, 2023, for the Purpose of Referring to the Legal Electors of the City of Eugene a Measure Authorizing a Five-Year Local Option Levy for the Funding of Operations and Maintenance of Parks, Trails, Natural Areas, Waterways and Recreation Facilities, including Increased Security Measures and Illicit Activity Cleanup. VOTE: 5:1 PASSED (opposed by Councilor Clark) MOTION AND VOTE: Councilor Groves, seconded by Councilor Keating, moved to direct the City Manager to prepare a neutral information tabloid for the local option levy, and request that the City Manager include the cost for the tabloid on the supplemental budget in June. VOTE: 6:0 PASSED 2. POSSIBLE ACTION: Approval of Motions Relating to Production of a Voters' Pamphlet for the May 16, 2023, Election MOTION AND VOTE: Councilor Groves, seconded by Councilor Keating, moved to direct the City Manager to publish and distribute a local voters' pamphlet for the special election scheduled for May 16, 2023, on a levy to fund parks and recreation, and request the supplemental budget in June MINUTES -Eugene City Council Work Session February 13, 2023 Page 1 include appropriations from the General Fund council contingency to cover the costs to produce that voters' pamphlet. VOTE: 6:0 PASSED Councilor Discussion: • Mayor Vinis -stated that she had selected Councilor Groves , Keating, and Yeh as volunteers to help produce a voters' pamphlet statement. MOTION AND VOTE: Councilor Groves, seconded by Councilor Keating, moved to appoint Councilors Keating, Yeh, and Groves to the voters' pamphlet proponent committee for the parks and recreation levy ballot measure.
