The City Council of the City of Eugene by Resalution No. 4524 adopted June 23, 1997,
proposed:
~a} Withdrawal from the River Road Water District and River Raad Parks &
Recreation District the parts of the Districts annexed to the City on Apri114, 1997 by
Notice of the Lane County Local Government Boundary Commission dated May 1,1997;
on May 21,1997 by Notice of the Lane County Local Government Boundary Commission
dated May 16,1997; on May 21,1997 by Notice of the Lane County Local Government
Boundary Commission dated April 7, 1997; an May 21, 1997 by Natice of the Lane
County Local Government Boundary Commission dated April 14,1997; on May 21,1997,
by Notice of the Lane County Local Government Boundary Commission dated Apri128,
1997; on May 21, 1997, by Notice of the Lane County Local Government Boundary
Commission dated April 7, 1997; and on June 6, 1997 by Natice of the Lane County
Local Government Boundary Commission dated June 6,1997; and
fib} Withdrawal from the Santa Clara Water District the parts of the District

all as hereinafter more particularly described.
The Resolution set July 14,1997, at 7:30 P.M., Pacific Time, in the Council Chambers,
City Hall, in Eugene, Oregon, as the time and place far hearing objections to the withdrawals,
Ordinance -1
and directed that notice of the time and place of the hearing be published once each week for two
consecutive weeks prior to the hearing and be posted in four public places in the City for the same
period.
The Notice has been so published in the Register Guard and posted in four public places
in the City of Eugene, Oregon.
The City is willing to assume the liabilities and indebtedness previously contracted by the
Districts proportionate to the parts of the Districts that have been annexed to the City upon the
effective date of the withdrawals .
The withdrawals of the annexed territories from the Districts is consistent with the
fundamental principles and applicable policies of the Eugene-Springfield Metropolitan Area
General Plan, and other adopted City policies, and it is in the best interest of the City that the
territories be withdrawn.
