Councilors Present: Emily Semple, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg
Evans, Lyndsie Leech, and Randy Groves
Mayor Vinis opened the April 24, 2023, meeting of the Eugene City Council in a hybrid in-
person and virtual format at 101 W. 10th Avenue, Suite 114, Eugene, OR 97401.
1. COMMITTEE REPORTS AND ITEMS OF INTEREST
• Councilor Groves -noted that he attended a river cleanup along with Willamette
River Keeper and Eugene Springfield Fire; noted that along with Councilors Leech
and Evans, he attended an Active Bethel Community meeting regarding the dioxin
contamination from J.H. Baxter; noted that he attended a meeting of the recently
reestablished Churchill Area Neighborhood Association.
• Councilor Keating -noted that baseball season has begun, and that the Eugene
Emeralds have games scheduled; noted that he had attended local Earth Day events;
noted that he will be reading a proclamation for Worker's Memorial Day.
• Councilor Clark -asked staff if Councilors face individual liability if the decision of
the ninth Circuit Court is upheld regarding the case of the Berkeley, California
prohibition on natural gas infrastructure.
• Mayor Vinis -noted that along with Councilors Groves and Leech, she had attended
the opening of the Ko-Kwel Wellness Center.
2. CONSENT CALENDAR 1
A. Approval of City Council Minutes
• April 5, 2023 Special Meeting
• April 12, 2023 Work Session
• April 17, 2023 Public Hearing
B. Approval of City Council Tentative Agenda
C. Approval of Appointments to the Human Rights Commission
MOTION AND VOTE: Councilor Groves, seconded by Councilor
Keating, moved to approve the items on Consent Calendar 1.
VOTE: 8:0 PASSED
3. PUBLIC FORUM
1. Lin Woodrich -spoke in favor of a public health overlay zone in West Eugene.
2. Stefan Strek -spoke in support of continued funding for Greenhill Humane Society.
3. Alison Hunter -spoke in favor of more support for the unhoused.
4. Eric Jackson -spoke in favor of more support for the unhoused.
5. Vanessa Ringgold -spoke in support of funding for Greenhill Humane Society.

6. Richard Locke -spoke about the environmental impacts of unsanctioned camping.
4. ACTION: An Ordinance Concerning Construction Excise Tax Exemptions and
Amending Section 3. 734 of the Eugene Code, 1971.
MOTION AND VOTE: Councilor Groves, seconded by Councilor
Keating, moved to adopt the Ordinance Concerning Construction
Excise Tax Exemptions and Amending Section 3.734 of the Eugene
Code, 1971, included as Attachment A to this Agenda Item Summary.
VOTE: 8:0 PASSED
Mayor Vinis adjourned the meeting at 8:04 p.m.
