Councilors Present: Emily Semple, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg
Evans, Lyndsie Leech, and Randy Groves
Mayor Vinis opened the May 8, 2023, meeting of the Eugene City Council in a hybrid in-
person and virtual format at 101 W. 10th Avenue, Suite 114, Eugene, OR 97401.
1. CEREMONIAL MATTERS
Mayor Vinis read proclamations for World Mental Health Awareness Month,
International Period Month, International Workers' Day, and International Day Against
Homophobia, Transphobia, and Biphobia.
2. COMMITTEE REPORTS AND ITEMS OF INTEREST
• Councilor Yeh -noted that the City planted 746 trees this season including several
redwoods along Martin Luther King Jr. Boulevard.
• Councilor Leech -noted that it is Maternal Mental Health Month and encouraged the
community to support new parents; spoke in favor of maintaining a civil and
positive discourse during election season.
• Councilor Keating-spoke about recent work by the Human Services Commission
and the Poverty and Homeless Board; noted his recent attendance at the National
Association for the Advancement of Colored People's Freedom Fund Dinner; noted
that he had read a proclamation for Workers Memorial Day on behalf of Mayor Vinis
for the American Federation of Labor and Congress of Industrial Organizations;
noted that May 21s t is NAMIWalks Day; noted that Election Day is May 16th and
encouraged the community to vote; noted that there have been 199 mass shootings
in the United States so far this year.
• Councilor Zelenka -noted his frustration and sadness around gun violence; noted
his attendance at the annual Police Commission work planning retreat; noted that
on May 7 th Governor Kotek requested that public institutions fly their flags at half
mast in recognition of fallen firefighters; noted his appreciation for firefighters and
the dangerous work they do.
• Mayor Vinis -noted her attendance at the recent Public Safety Forum for the
Spanish-speaking community.
• Councilor Groves -noted his appreciation for Mayor Vinis's proclamations and
Councilor Zelenka for mentioning fallen firefighters; noted the many occupational
hazards firefighters face.

MOTION AND VOTE: Councilor Groves, seconded by Councilor
Keating, moved to approve the items on Consent Calendar 1.
VOTE: 8:0 PASSED
4. PUBLIC FORUM
1. Vanessa Ringgold -spoke in favor of maintaining funding for Greenhill.
2. Diane Bolte-Silverman -spoke in favor of maintaining funding for Greenhill.
3. Joshua Korn -noted possible effects from vaccines for pregnant or lactating women.
4. Stefan Strek-spoke about recent city improvements and the value of positivity.
5. Gerilyn VanPykeren -spoke in favor of designated camping spaces for the homeless.
6. Amanda Ligon -spoke in favor of maintaining library funding.
7. Jason Bowman -spoke in favor of help for the homeless and against 2-hour notices.
8. Wayne Martin -spoke in favor of more humane policies for the unhoused.
9. Rich Locke -spoke in favor of designated camping spaces for the homeless.
10. Joan Medina -spoke about sidewalk inaccessibility and Make Way Day.
11. Emily Votaw-spoke in favor of maintaining funding for Greenhill.
12. Tara Nagelhout -spoke in favor of maintaining funding for Greenhill.
13. Misha English -spoke in favor of maintaining funding for Greenhill.
14. Sammy Rothauge -spoke in favor of more humane policies for the unhoused.
15. Eric Jackson -spoke in favor of more humane policies for the unhoused.
16. Cary Lieberman -spoke in favor of maintaining funding for Greenhill.
Councilor Discussion:
• Councilor Keating -noted the upcoming budget meeting; noted his appreciation for
Joan Medina's testimony about clear sidewalks and accessibility issues.
Mayor Vinis adjourned the meeting at 8:40 p.m.
