HomeMy WebLinkAbout230620 PHMINUTES Eugene City Council Public Hearing Eugene, Oregon 97401 June 20, 2023 5:30 p.m. Councilors Present: Emily Semple, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark, and Randy Groves Councilors Absent: Greg Evans and Lyndsie Leech Mayor Vinis opened the June 20, 2023, meeting of the Eugene City Council in a hybrid in- person and virtual format at 101 W. 10th Avenue, Suite 114, Eugene, OR 97401. 1. PUBLIC HEARING -An Ordinance Adopting Hazardous Substance User Fees. Mayor Vinis opened the Public Hearing. City Manager, Sarah Medary, introduced the topic and provided background information. There were no speakers for the Public Hearing. Mayor Vinis closed the Public Hearing. 2. PUBLIC HEARING -An Ordinance Concerning Administration and Adoption of a Technical Code for Construction; Amending Sections 8.001, 8.002, 8.003, 8.005 and 8.010 of the Eugene Code, 1971; and Repealing Sections 8.265, 8.270, 8.275, 8.280, 8.285, 8.290, 8.295, 8.300, 8.305, 8.310, 8.905 And 8.915 of That Code; and Providing an Effective Date. Mayor Vinis opened the Public Hearing. City Manager, Sarah Medary, introduced the topic and provided background information. There were no speakers for the Public Hearing. Mayor Vinis closed the Public Hearing. 3. PUBLIC HEARING -An Ordinance Concerning the Willamette River Greenway; Amending Sections 9.0500, 9.1040, 9.3147, 9.3148, 9.3725, 9.4930, 9.5750, 9.6885, 9.7005, 9.7030, 9.7055, 9.7205, 9.7210, 9.7220, 9.7305, 9.7315, 9.7335, 9.7340, 9.7415, 9.7455, 9.7520, 9.7560, 9.7605, 9.7615, 9.7635, 9.7665, 9.7685, 9.8005, 9.8030, 9.8800, 9.8805, 9.8810, 9.8815 and 9.8825 of the Eugene Code, 1971; Adding Sections 9.8811 and 9.8812 to That Code; and Adopting a MINUTES -Eugene City Council Public Hearing June 20, 2023 Page 1 Willamette River Greenway Setback Map, a Willamette River Greenway Tree Preservation Zone Map and a Map of Properties Located Within the Willamette River Greenway and More Than 500 Feet From a Willamette River Greenway Access Point. Mayor Vinis opened the Public Hearing. City Manager, Sarah Medary, introduced the topic and provided background information. 1. Phil Farrington -spoke in favor of the proposed Ordinance and recommended an amendment for specific parcels. 2. Jon Belcher -spoke in opposition of the proposed Ordinance and recommended several amendments. Mayor Vinis closed the Public Hearing and stated that written testimony will be accepted until Council takes action on this item. Council Discussion • Councilor Clark-asked staff what percentage of the City's residential buildable land supply is inside the Willamette River Greenway.
