BACKGROUND The Human Services Commission is a seven-member, multi-jurisdictional group that considers and makes recommendations for funding the provision of human services from the joint human services fund. The commission is composed of two Eugene City Councilors, one Eugene Budget Committee member, two members of the Lane County Board of Commissioners, one Springfield City Councilor, and one Springfield Budget Committee member. The current Eugene representatives are Councilors Ortiz and Pryor. With the departure of Bruce Mulligan from the Budget Committee, there is a need to fill this vacancy. Current Budget Committee member Robert Peters has agreed to serve in this capacity on the Human Services Commission. As with other intergovernmental bodies, the Mayor nominates the candidate and the council confirms the nomination of the candidate by appointment of the candidate. These appointments are made by the Mayor in a manner similar to that of councilor appointments to various bodies. The appointment is for a year; a new representative may be selected each year. The Mayor has nominated Robert Peters to fill the vacancy on the Human Services Commission. RELATED CITY POLICIES The boards, committees and commissions serve as advisory bodies in the development of various City policies. COUNCIL OPTIONS The City Council may: 1. Appoint applicant who has been nominated; 2. Reject the nominee and ask the Mayor to offer another applicant. SUGGESTED MOTIONS Move to appoint Robert Peters to Position 3, as one the Eugene Budget Committee representative on the Human Services Commission for a term beginning November 1, 2005, and ending on December 31, 2006. What do you see as the role of the Budget Committee relative to City fiscal policy? The mission of the Budget Committee is defined as "to help the City Council prepare and maintain a service, capital and funding plan for the city." The committee reviews and makes recommendations on the City's annual budget and on other short and long term financial planning matters. The role of the committee is advisory. Implicit in its mission is the responsibility for clarifying priorities and fiscal policy. 2. What particular contribution do you believe you can make as a member of the Budget Committee? I will be a diligent, responsible, committee member. My involvement with the Board of Directors of Food for Lane County since its inception has included periods of service as Chair of the Board, and during the period of construction of the new Food for Lane County warehouse and office building I was the board member designated to coordinate the building project. I have been involved with three major components of society, the church, the University, and the law, and I beHeve this has provided a broad background of experience in approaching the issues that will face the budget committee for the City of Eugene. Dealing with those tough issues will require clear thinking and I think I have the analytic skills to be able to contribute to that process. 3. What experience and/or education have you had in reviewing financial data (budgets, financial statements, etc.)? As a member of the Board of Directors of Food for Lane County, and specifically as Treasurer of the Board, I have been involved in budget preparation and in reviewing financial data. 4. What boards, commissions, or other public or civic groups do you currently serve on or have served on? I have been involved in the distribution process for United Way for a a number of years. I am a member of the Board of Directors of Food for Lane County, but that service ends in July of this year.
