ISSUE STATEMENT
This work session is to discuss the current situation with respect to Civic Stadium. Staff is not asking
the City Council to take any formal action as a result.
BACKGROUND
The owners of the Ems stated that Civic Stadium no longer fits the needs and requirements of
professional baseball, and that in order for the Ems to continue using Civic Stadium, the facility will
need major upgrades that the Ems estimate would cost at least $15 million. The Ems indicated that the
timeline for a commitment to make those improvements is very short. By the end of January, they
would need confirmation that $15 million has been set aside for the restoration and upgrade of Civic
Stadium. Pledges will not be sufficient, because of the current economic environment. The University
of Oregon is willing to enter into a long-term contract with the Ems if the UO baseball stadium under
development meets major league standards.
