ADMINISTRATIVE ORDER NO. 43-97-02
of the
City Manager of the City of Eugene
City/County Insurance Services
Trust Liability Risk Sharing Pool
(City/County SWAT Team)
The City Manager of the City of Eugene rmds that:
A. The City/County Insurance Services Trust (CIS), which is sponsored by the League
of Oregon Cities and the Association of Oregon Counties as a service to Oregon cities and
counties, offers pooled self-insurance offering cost stability and the potential for long-term
savIngs.
B. Membership in CIS is of benefit in managing the risks involved in providing
services to citizens of the City, and after reviewing the Trust Agreement, Bylaws and Rules of
CIS, finds them to be in compliance with the charter and ordinances of the City.
C. The Bylaws of the CIS Trust require that the governing body of the City agree by
resolution or contract to become a member of the CIS Trust. Pursuant to Section 16 of the
Eugene Charter of 1976 I am authorized to execute such contracts or agreements on behalf of the
City of Eugene through the properly signed application required by the CIS Bylaws.
NOW, THEREFORE,
The City Manager of the City of Eugene orders that:

The City of Eugene shall become a member of the CIS Trust for General Liability and
Automobile Liability for activities relating to or arising out of the Intergovernmental City of
Eugene/Lane County SWAT Team effective for a three-year period commencing July 1, 1997,
and shall abide by the terms of the Trust Agreement, Bylaws, and Rules of CIS. I hereby agree
that I will execute such documents on behalf of the City as are necessary to effectuate membership
in the CIS Trust.
