HomeMy WebLinkAboutAdmin Order 44-01-03 ADMINISTRATIVE ORDER NO. 44-01-03 of the Assistant City Manager Central Services Department City of Eugene, Oregon GRANTING SIGNATURE AUTHORITY TO FACILITY MANAGEMENT DIVISION PROJECT MANAGERS FOR CONSTRUCTION CHANGE DIRECTIVES. that: The Assistant City Manager, Central Services Department of the City of Eugene, finds A. Under Section 16(2) of the Eugene Charter, the City Manager is given authority to make purchases and act as a business agent for the City Council in connection with the sale of real estate and other business and commercial transactions. The City Manager previously delegated portions of this authority to the various City department Executive Managers or their designees. B. Pursuant to Administrative Order No. 21-01-07, the City Manager delegated the following power and authority with respect to contracts on behalf of the City: 1. $100,000; To the Assistant City Manager, the authority to execute contracts for less than 2. To the Assistant City Manager and Department Executive Managers, the authority to execute change orders for contracts within budgetary contingency for the contract or project and within change order guidelines of the Public Contract Administrative Rules and consistent with applicable provisions of the original contract; and 3. To the Assistant City Manager or Department Executive Manager, the authority to sub-delegate contract signing authority by Administrative Order filed with the City Recorder and the City Purchasing Department. Now, Therefore, The Assistant City Manager, Central Services Department of the City of Eugene, orders and directs that, based on the above findings, which are hereby adopted: 1. The Facility Management Division Proj ect Managers are authorized to sign, on behalf of the City of Eugene, all required Construction Change Directives (hereinafter referred to as "change directives") provided: Administrative Order - 1 c:\ WINDOWS\TEMP\Ol CCD.wpd 1.1 The amount of the change directive does not exceed $100,000; 1.2 The project remains within the budgetary contingency for the contract or proj ect; and 1.3 The change directive shall be in compliance with and subject to the limitations set forth in the Public Contract Administrative Rules. 2. A change directive executed in accordance with the foregoing shall authorize the work described in the change directive as binding on the City and shall be finalized in a properly executed change order.
