AN ORDINANCE CONCERNING THE VOTERS PAMPHLET
STATEMENT FOR THE DOWNTOWN DEVELOPMENT
DISTRICT TAB LEVY MEASURE, AND DECLARING AN
EMERGENCY.
Recitals:
A. Section 2.995 of the Eugene Code, 1971 prescribes the
procedure for preparation of the explanatory statements to be
included in the voter's pamphlet when City measures are to be voted
upon at an election.
B. By Resolution No. 4166 adopted by the Council vn February
12, 1990, the Council called a special City election to be held on
May 15, 1990, and submitted a measure authorizing a $183,450 tax
on ownership of real property in the Downtown Development District
to be voted upon by the voters of the City at that election.
C. Except for the dollar amount of the tax, this measure is
the same as the measure submitted to the voters at the May 17, 1988
election for which a voter's pamphlet was prepared.
D. It would be more efficient and in the public interest to
utilize the explanatory statement published in the voter's pamphlet
for the May 17, 1988 election with the dollar amount amended} , for
the voter's pamphlet for the May 15, 1990 election than it would
be to follow the dictates of Section 2.995 of the Eugene Code,
1971.
NOW, THEREFORE,
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS:
Section 1. Notwithstanding the provisions of Section 2.995

of the Eugene Cade, 1971, the Council directs that the explanatory
statement for the Downtown Development District tax levy measure
contained in the voter's pamphlet for the May 17, 1988 election
shall be utilized as the explanatory statement to be incorporated
in the voter's pamphlet for the May 15, 1990 election, with the
amount of the tax amended to reflect the correct amount of
$183,45.
Section 2. That the matters contained herein concern the
public welfare, and in order to insure that all required deadlines
are complied with, an emergency is hereby declared to exist, and
this ordinance shall become effective immediately upon its passage
by the City Council and approval by the Mayor.
