AN ORDINANCE AMENDING ORDINANCE No. 19654;
EXTENDING THE MORATORIUM IMPOSED oN THE
ISSUANCE of CERTAIN SIGN PERMITS THEREIN;~-

Recitals:
A. an November 22, 1989, ordinance Na. 19654 was passed by
the Council and approved by the Mayor, which imposed a moratorium
on the issuance of certain sign permits fora period of ninety days
therefrom.
B. As indicated in Ordinance No. 19654, the Council found
imposition of the moratorium necessary while proposed revisions to
the Eugene Sign Code were being formulated and considered.
C. The Planning Commission held a public hearing on the
revised Sign Code on February 20, 1990, continued the hearing to
February 26, 1990, and left the record open for submission of
written testimony until March 2, 1990. The Planning Commission
felt it was necessary tv allow additional time for public comment
because of the extensive changes being proposed to the Sign Code.
D. The Planning Commission has completed its review, and the
Council is scheduled to hold a work session on the Sign Code on May
9, 1990, with a public hearing scheduled for May 14, 1990. These
dates are the earliest that the proposed Sign Code could be
scheduled for Council consideration.
E. The moratorium imposed by Ordinance No. 19654 will expire
vn March 22, 1990, and the Planning Commission has requested that
it be extended to July 31, 1990. It would appear to be in the
ordinance - 1
public interest to do so.
NOW, THEREFORE,
THE CITY of EUGENE DOES ORDAIN AS FOLLOWS:
Section 1. Section 1 of Ordinance No. 19654 is amended to
provide that the moratorium imposed therein on the issuance of
certain sign permits which is due to expire vn March Z2, 1990 is
hereby extended to July 31, 1990, unless prior thereto a revised
Siqn Code is adopted and effective, in which case such adoption
shall serve as an earlier termination of the moratorium.
Section 2. Except for extension of the time as set forth in
Section 1 hereof, all provisions of Ordinance No. 19654 remain in
full force and effect.
Section 3. The matters contained herein concern the public

welfare and safety, and it is important to continue to limit the
number of issued permits for signs while the proposed new Sign Code
is being reviewed. '
