AN ORDINANCE CONCERNING PARKING SPACE REQUIREMENTS
FOR MULTIPLE DWELLINGS IN .SPECIFIC DOWNTOWN AREA;
AMENDING SECTIONS 9.58 AND 9.58fi OF THE EUGENE CODE,
1971; AND DECLARING AN EMERGENCY.
THE CITY OF EUGENE DOES ORDAIN A5 FOLLOWS:
Section 1. Subparagraph ~f~ of Section 9.582 of the Eugene Code, 1971,
is hereby amended, and a new subparagraph fig} added thereto, to provide:

as follows:
~f~ Off-street parking is not required in the following
areas:
1. Downtown, which is described as:
souTH sIDE:
East an 13th Avenue from Charneiton Street to the a11ey between
Oak and Pearl Streets.
EAST SIDE:
North from East 13th Avenue along the al 1 ey between Oak and Pearl
Streets to East 11th Avenue; then east on East 11th Avenue one-
hal f bl ock to Pearl Street; then north on Pearl Street to East
loth Avenue; then east on East loth Avenue one-hal f b1 ock to the
al 1 ey between Pearl and High Streets; then north along the al 1 ey
between Pearl and High Streets to East 8th Avenue; then west on
East 8th Avenue to East Park Street; then south on East Park
Park Street to South Park Street; then west an South Park Street
to West Park Street; then north on West Park Street if extended
along the west margin of the al 1 ey between Wi 11 amette Street and
Oak Street tv East 5th Avenue; then east 50 feet on East 5th Ave-
nue; then north to the south boundary of the Southern Paci f i c
Railroad right-af-way.
NORTH SIDE:
West along the south boundary of the Southern Pacific Rai 1 road
right-of -way to ~6o feet west of the Wi 11 amette Street right-of -
way; then south to West 5th Avenue; then west on West 5th Avenue
to O1 i ve Street; then south on D1 i ve Street to the al 1 ey between
West 5th and West 6th Avenues; then west along the alley between
West 5th and West 6th Avenues to Charnel ton Street.
WEST SIDE:
South on Charnel ton Street from the alley between West 5th and
West fith Avenues to West 13th Avenue.

the above area.

2. The area bounded by 12th Avenue on the north,
Kincaid on the east, the alley between and parall e1 to
13th and 14th Avenues on the south, and Al der on the west .
3. Two areas on the south side of East 11th Avenue,
between Hi lyard Street and Al der Street, which are described
as :
Area One
Lots 2 and 3, Block 4, Shaw's 2nd Addition, Book G, Page 364,
Lane County Oregon Plat Records; and
Area Two
NORTH SIDE:
Beginning at the northeast corner of lot 1, Block 4, Shaw's
2nd Addition, Book G, Page 3fi4, Lane County Oregon P1 at Re-
cords, the True Point of Beginning; thence east along the
south right of way line of East 11th Avenue 117.18 feet to
the west right of way 1 i ne of Al der Street.
EAST SIDE:
Thence south along the west right of way 1 i ne of Al der Street
1fio.5O feet to the north right of way line of a 14 feet wide
alley.
SOUTH SIDE:
Thence west along said alley 116.0 feet to the southeast cor-
ner of the above described lat 1, Black 4.
WEST s~nF~
Thence north 1fi0.0 feet to the True Point of Beginning in
Eugene, Lane County, Oregon.

East on 13th Avenue from Madison Street to High Street; then south

East 13th Avenue and East 14th Avenue.
EAST SIDE:
North on Patterson Street to East 11th Avenue; then east on East
11th Avenue to Hi lyard Street; then north on Hi lyard Street to
East Broadway; then on a northeast bearing to the Willamette River;
then along the Willamette River to East 4th Avenue.
NORTH SIDE:
West on East 4th Avenue to Coburg Road; then north along COburg
Road to East 2nd Avenue; then west on East 2nd Avenue to High
Street; then south on High Street to East 4th Avenue; then west on
4th Avenue to O1 i ve Street, i f extended; then north along the east
margin of Olive Street, i f extended to the southern boundary of
Skinner Butte Park; then west along said boundary of Skinner Butte
Park to li nco1 n Street; then north on Ei ncal n Street to Chesh~i re
Street; then west on Cheshire Street to Washington Street.
WEST SIDE:
South an Washington Street to West 1th Avenue; then west on West
1th Avenue to Jefferson Street; then south on Jefferson Street to
West 12th Avenue; then west on West 12th Avenue to Madison Street;
then south along the west margin of vacated Madison Street to West

Section Z. Subparagraph ~a} 2. of Section 9.585 of the Eugene Code,
1911, is amended to provide:
9.586 Parkin S aces Re ui red. Unless specifically prescribed otherwise
elsewhere in this code, the number of off-street parking spaces
required shall be no 1 ess than as set forth i n the fallowing:

Section 3. The City Recorder, at the request of, or with the concurrence
of the City Attorney, is authorized to administratively correct any reference
errors contained herein or i n other provisions of the Eugene Cade, 1911, to
the provisions added, amended, or repealed herein.
Section 4. That the matters contained herein concern the public welfare
and safety and therefore, an emergency i s hereby declared to exist, and thi s
Ordinance shall become effective immediately upon its passage by the City
Council and approval by the Mayor, retention by the Mayor for mare than ten
days, or readoption over a mayoral veto by two thirds of all Council members.
