AN ORDINANCE ADAPTING THE EUGENE AIRPORT
MASTER PLAN; AND REPEALING RESOLUTION NO.
3348.
The City Council of the City of Eugene finds as follows:
1. On February 25,19$4 the Eugene City Council adopted Resolution No. 3348
which approved and adopted the Master Plan far Mahlon Sweet Field.
2. Because of changing conditions, new technology and different pra~ect needs,
the City of Eugene hired Aviation Planning Associates, inc. to prepare a new airport
master plan.
3. Aviation Planning Associates, inc, worked with an Airport Advisory
Committee and a technical staff committee. A draft plan was prepared, and several ublic

workshops were held on the draft plan. The draft plan was reviewed by the Lane Caun

and Eugene Planning Comm~ssrons on September 18, 1994. The Lane County Board of
Commissioners approved the Eugene Airport Master Plan by Lane County ordinance No.
PA 986 enacted an actober 24, 1994 after conducting a public hearing thereon.
4. Fallowing adoption of the Eugene Airport Master Plan by the City Council,
a number of textual and diagram amendments to the Eugene-Springfield Metropolitan
Area General Plan will be initiated. These include diagram changes to expand the Public
Land designations far properties around the airport to include land targeted in the Air ort

Goal 2 except~an to Statewide Planning goal 3.
5. When these Metropolitan Plan amendments have been enacted, the Eugene
Airport Master Plan will be consistent with the Metropolitan Plan. The Air ort Master

Plan implements Transportation Pohcles 8 through 15 ~n the TransPlan a~ad the Public
Facilities Plan. The consistency findings set forth in Exhibit A hereto are ado ted and

incorporated herein as though fully set forth.

THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS:

herein as though fully set forth, is adopted as a refinement to the Transportation Element
of the Eugene-Springfield Metrapalitan Area General Plan.
Section 2. City of Eugene Resolution No. 3308, approving and adopting the
previous Airport Master Plan, is repealed.

A. Metropolitan Area General Plan Tiransportation Element Consistency
findings: The Metro Flan Transportation Element includes eight policies that address the
Airport ag page III-F-6:
1. Poll S: This policy states that the Airport Pian is to be the
guide far facility and service improvements at the Airport. The draft Airport
Master Plan addresses facilities that projections indicate will be needed at the
Ai.rpart through 2U~9. They are divided into three phases and include, for
example, runway extensions, taxiway improvements, terminal and parking lat
expansion, general aviation hangar development, land acquisition, and a new
parallel runway.
Z. Poll 9: This policy states that the Airport is to receive
necessary urban services as required for it to operate as an urban facility.
Eugene provides urban services including storm and sanitary facilities, fire
and police protection. The Airport obtains gas, water, and electrical service
from Local utilities. No problems are anticipated in providing these services
to improvements called for in the draft Airport Plan.
3. Poll 10: This policy states that development within the
Airport environs but not on Airport property and not inside the UGB is not
to receive urban services, The draft Airport Plan contains no proposals or
uses on private land outside the Airport that would require urban services,
In fact, the draft Plan includes additional land that would be acquired to
provide protection from incompatible urban development.
4. Polxc~ 11; This policy states that airport-related commercial
and industrial development is to locate on airport-owned property or an
private property within the UGB. The draft Plan does not include any new
commercial or industrial development off airport-owned property.
5. Polz`cy 12: This policy states that the Airport environs that are
not within the jurisdiction of the Metro Plan are to be protected through the
Lane County General Plan know called the Lane County Rural
Comprehensive Plan} and supporting ordinances and regulations. Portions
within the jurisdiction of the Metro Plan are to be protected by the Plan's
supporting ordinances and regulations.
In its off Airport component, the draft Airport Plan recognizes the
importance of protecting the Airport from incompatible land uses. It
acknowledges that so far local efforts have successfully coordinated the

planning of the Airport and its environs to minimize compatibility problems.
The draft Plan specifically recommends against an increase of noise sensitive
uses such as additional residential construction near the Airport. It also
states that local ordinances captaining Airport protection provisions
controlling land uses that otherwise might encroach into Airport airspace will
need to be updated in light of expanded facilities and increased air traffic.
6. Polic~l3: This policy closely related to Policy 12. It stipulates
that local governments are to control development within the Airport
environs to ensure that incompatible situations are not created. Drawing on
the unfortunate and costly experience of a number of other airports, the draft
Airport Plan recognizes the need to protect the Airport from such
occurrences through public acquisition of environmental buffers, update of
approach zone regulations, and careful planning regarding noise-sensitive
developments.
7. Poli 14: This policy states that land in the Airport environs
and inside the UGB is to be protected from premature development sa it
can be used for airport-related development that can not locate elsewhere
inside the UGB. The draft Airport Plan includes same areas that would be
acquired and added to the Airport to accommodate Airport-related uses such
as aircraft maintenance and air cargo handling facilities.
S. Policy. l5: This policy requires Eugene and Lane County to
maintain up to date safety ordinances which regulate structure height, electro-
magnetic and/or visual interference, and other hazards to airport safety. The
draft Airport Plan includes an off airport land use component calling far
update of local height regulations to reflect the control surfaces related to
the Airport's approaches,
B. ~ansPlan Consistency Findings: TransPlan is the metropolitan
transportation plan for the Eugene-Springfield area. It includes no specific proposals near
the Airport. Passible realignment of and improvements to airport access roads will be
incorporated in the next update of TransPlan.
C. Eugene-Springfield Metropolitan Area Public Facilities Plan Consistency
Findings: The Eugene-Springfield Metropolitan Area Public Facilities Plan recognizes the
Mahlon Sweet Field Master Plan as the guide for improvements of facilities and services
at the Airport page 38}. It also includes an abbreviated projects phasing and costs table
that will have to be revised when the Public Facilities Plan is updated. The revision will
be based on the list of projects in the updated Airport Plan. Items in the table, as in the
updated Airport Plan, include expanded terminal and parking areas, runway and taxiway
extensions, and a new general aviation runway.
