AN ORDINANCE PROVIDING FOR WITHDRAWAL FROM
THE SANTA CLARA WATER DISTRICT THAT PART
of THE DISTRICT ANNEXED To THE CITY OF
EUGENE BY THE LANE COUNTY LOCAL GOVERNMENT
BOUNDARY COMMISSION ON NOVEMBER 19, 1990,
to-4 INVESTMENTS, EC EU 90-23~, AND
DECLARING AN EMERGENCY.
The City Council of the City of Eugene by Resolution
No. 4227 adopted January 2S, 1991, proposed withdrawal from
the Santa Clara Water District that part of the District
annexed to the City on November 19, 1990 by Final Qrder No.
932 of the Lane County Local Government Boundary Commission,
as hereinafter described.
The Resolution set March 4, 1991, at 7:30 p.m. , Pacific
Time, in the Council Chambers, City Hall, in Eugene, Oregon,
as the time and place for hearing objections to the
withdrawal, and directed that notice of the time and place of
the hearing be published once each week for twa consecutive
weeks prior to the hearing and be posted in four public places
in the City for the same period.
The Notice has been so published in the Register Guard
and posted in four public places in the City of Eugene,
Oregon.

The withdrawal of the annexed territory from the District
is consistent with the fundamental principles and applicable
policies of the Eugene-Springfield Metropolitan Area General
Plan, and other adopted City policies, and it is in the best
interest of the City that the territory be withdrawn.
NOW, THEREFORE,
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS:
Section 1. The territory in Lane County, Oregon, annexed
to the City of Eugene on November 19, 1990, as bounded and
described as follows;
A parcel of land generally located in the
Santa Clara area east of Crocker Road
between Greenfield Avenue and Lay Avenue,
Tax Lot 100, Assessor's Map 17-44-11-2 3,

and more particularly described on Exhibit
A attached hereto and incorporated herein

is hereby withdrawn from the Santa Clara Water District,
effective duly 1, 1991,
Section 2. The City Recorder is requested to forward a
copy of this ordinance to the above referred to District.
Section 3. That the matters contained herein concern the
public welfare and must be effective prior to March 31, 1991.
Therefore, an emergency is hereby declared to exist, and this
ordinance shall become effective immediately upon its passage
by the City Council and approval by the Mayor, retention by
the Mayor for more than ten days, or readoption over a mayoral
veto by two-thirds of all members of the City Council.
