HomeMy WebLinkAboutAdmin Order 53-84-02 CITY FILE NO..25.- ~l-\-'o'~_ ADMINISTRATIVE ORDER of THE CITY MANAGER COP'Y CI'llY OF EUGENE Under the provisions of Section 5.040 of the Eugene Code, 1971, the City Manager is authorized to establish, maintain, alter or remove parking areas and time limitations, including the form of permissible parking. The City Manager finds that: A. The West University Refinement Plan (WURP), and businesses and institutions within the West University Neighborhood have iden- tified numerous transportation and parking problems within the neigh- borhood. A function problem exists because of the heavy automobile traffic passing through the area or using the area for storage, and even though LTD busses are heavily used, LTD is unable to add ~o its service in the area because of revenue shortages and lack of avail- able fleet. B. This area has been targeted in the WURP for: 1. Development and implementation of carpooling and other programs designed to reduce automobile traffic; 2. The active encouragement of the use of bicycles, mass transit, walking, carpooling, and other appropriate modes of transportation, especially by employees within the area, in order to reduce automobile dependency and to alleviate traffic and parking problems; 3. The provision of incentives for alternative modes of transportation that will discourage single occu- pant vehicles in the area; and, 4. Encouragement by the Paratransit program to em- ployment centers such as the University of Oregon, North- west Christian College, Sacred Heart, and commercial and governmental centers to participate in the paratransit program. C. Development of alternative modes of transportation 13 also a major component of the T-2000 Plan. D. The TAKEP.?\HT Carpool program ha.s identific~d a program of reserving certain parking spaces for carpoolers of two or more dur- ing certain hours as a program consistent with the above objectives within this area and has requested that tl1C' program be implernr:>nted. The current on-street parking availability in the follow- ing area: AREA ONE: Patterson Street, east side, beginning 47 feet south of the centerline of East 11th Avenue and extending south along the east curbline of Patterson for a distance of 238 feet. which presently provides for parking with a two hour limit, except for C and D permits between 7:00 a.m. and 6:00 p.m., Monday to Friday, is hereby changed to provide that between the hours of 7:00 a.m. and 9:00 a.m., Monday through Friday, only vehicles dis- playing the appropriate carpool permit may be parked within the above area. Any vacant spaces remaining after 9:00 a.m., Monday through Friday shall be subject to the two hour limits, except for C and D permits. 2. The current on-street parking availability in the follow- ing area: AREA TWO: Alder Street, west side, beginning 167 feet south of the centerline of East 11th Avenue and extending south along the west curbline of Alder Street for a distance of 217 feet. which currently is governed by seven (7) parking meter spaces, is hereby changed to provide that between the hours of 7:00 a.m. and 9:00 a.m., Monday through Friday, only vehicles displaying the appropriate carpool permit may be parked within the spaces. Any vacant spaces remaining after 9:00 a.m., Monday through Friday, shall be available for the general public in accordance with the regulations displayed on the meters, which shall remain in place. 3. That signs measuring 9" by 12" shall be placed below the current two hour signs in Area One, and below the meter heads in Area Two, advising the public that carpool permits are required in order to park within the spaces between 7:00 a.m. and 9:00 a.m., Monday through Friday, and that further information concerning the permits may be obtained by calling 687-5297. 4. The on-street carpooling permits for carpools of two or more commuters provided for herein shall be issued free of charge and shall entitle the bearer to park all day within the above areas. If the permit applicants exceed the number of permits to be issued, priority shall be given to carpools comprised of the greatest number of commuters.
