ADMINISTRATIVE ORDER of the CITY MANAGER City of Eugene, Oregon The City Manager of the City of Eugene finds that: A. Under Section 16 of the Eugene Charter of 1976, the City Manager has the responsibility and authority to appoint and remove all employees (except as limited by Charter); organize, disband, and reorganize city depart- ments; and assign duties to administrative employees. B. Pursuant to that authority, the Permit and Information Center Super- visor has heretofore been designated by the City Manager as the person as the person authorized to execute on behalf of the City the certificates required required by Subsection (7) of Section 793, Chapter 338, Oregon Laws, 1983, as amended by Section 3, Chapter 598, Oregon Laws, 1985, that the location of the vehicle dealer business or proposed vehicle dealer business complies with land use of business regulatory ordinances, Chapters 3 and 9 of the City of Eugene Code. Now, therefore, based upon the above findings, the City Manager of the City of Eugene hereby orders that: 1. PERMIT SERVICES DIVISION MANAGER, Eugene Development Department, is designated as the person charged with the responsibility and authority to ap- prove compliance of vehicle dealer location with land use or business regula- tory ordinances in Chapters 3 and 9 of the Eugene Code. 2. The delegation of authority provided for herein is limited only to the extent that under Section 16 of the Eugene Charter of 1976 the City Man- ager remains vested with the ultimate authority and responsibility for the department and its employees.
