AN ORDINANCE CONCERNING BOARDS, COMMISSIONS AND
COMMITTEES; AND AMENDING SECTIONS 2.0133 2.109,
2.110, AND 3.119 OF THE EUGENE CODE, 1971.
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS:
Section 1. The provisions for the Community Development Committee,
and Eugene Celebration Steering Committee set forth in Subsection 2.0131}
of the Eugene Code, 1971, are amended to provide:

*Of the terms commencing 1-1-89, seven members shall be appointed for
a one year term, seven members shall be appointed for a two year term,
and seven members shat 1 be appointed for a three year term.
Section 2 . Subsection ~ 1 } of Section 2.109 of the Eugene Code, 1971, i s
amended to provide:
2.109 Community Development Committee--Membershi
~ 1 } The committee shall consist of
4a} One member of the City Counci 1;
{b} One member of the Planning Commission;
~c} One member of the Downtown Commission;
~d} One citizen residing within a neighborhood eligible for
Community Development Block Grant funds;
fie} One citizen with a demonstrated knowledge of the needs and
programs of 1 ow-income residents ;
. ~ f } , One at-large representative with expertise related to
house ng ~ ssues;

fig} One representative from the business community;
~h} One citizen who is a tenant or tenant advocate with a
demonstrated familiarity with local housing issues;
. ~i} One member from the Eugene Minority Commission, or a
citizen who has actively demonstrated interest and expertise in the
field of minority relations and anti-discrimination causes; and
~ one member from the Eugene Commission on the Rights of
the Disabled, or a citizen who has actively demonstrated interest
and expertise in fields related to the special needs and concerns
of disabled citizens,
to be nominated by the mayor and appointed by the council.
Section 3. Subsection ~1} of Section 2.110 of the Eugene Cade, 1971, is
amended to provide:
2.170 Eu ene Celebration Steerin Committee.
~1} A Eugene celebration steering committee is created, consist-
ing of 21 members appointed by the mayor, which shall be responsible for co-
ordination of the annual Eugene Celebration.
Section 4. Section 3.119 of the Eugene Code, 1911, is amended to
provide:
3.119 Ambulance - Emer enc Medical Services Board; Created. There is
hereby created an emergency medical services board for the cities
of Eugene and Springfield that shall be comprised of five ~5} members, in-
clud~ng one representative from each of the following:
ta} One citizen who is not a member of or associated with the
field of medicine.
fib} Lane County Fire Defense Board, and
~c} One physician from each of the fallowing hospitals:
Sacred Heart, Eugene Clinic, and McKenzie Willamette. The hospi-
tals' Emergency Department Administrator shall submit to the mayor
the names of qualified physicians willing to serve.
Members shall be nominated by the mayors and appointed by the city councils
to serve for a two-year term, except the initial appointment of the citizen
member under subparagraph ~a} above shall be made by the city of Eugene, and
thereafter, the appointment authority shall alternate between the cities of
Eugene and Springfield. In addition, each ambulance operator's physician-
advisor shall hold an ex-officio position for so long as he or she continues
to act as physician-advisor to the ambulance operator. All members shall
serve without compensation. The provisions of section 2.001 of this code
apply to the emergency medical services board.
Section 5. The City Recorder, at the request of, or with the concur-

rence of the City Attorney, is authorized to administratively correct any
reference errors contained herein, or in other provisions of the Eugene Cade,
1971 to the provisions added, amended or repealed herein.
