HomeMy WebLinkAboutOrdinance No. 19652ORDINANCE NO . ~ y~O 5~ AN ORDINANCE IDENTIFYING~CITY OF EUGENE FUND NUMBERS AND TITLES FOR FISCAL YEAR 1989-90; CONFIRMING THE PROCEDURE FOR ESTABLISHMENT OF FUNDS IN FUTURE FISCAL YEARS; REPEALING ANY RESOLUTIONS OR ORDINANCES IN CONFLICT; AND DECLARING AN EMERGENCY. The City Council of the City of Eugene finds as follows: 1. During the annual budget process the City's existing combined funds are reflected in and established by the ordinance adopting the Annual Appropriations Act. These ordinances have not, however, except by implication, repealed any prior resolution or ordinance establishing any of the funds reflected therein. Some of those funds have been retitled or renumbered subsequent to their establishment, without any documentation other than adoption of the Annual Appropriations Act. 2. It would be in the public interest, in compliance with provisions of the local budget law, and avoid potential conflict ar confusion at this time or in the future, if the City's current funds were identified and a procedure established for doing so annually hereafter. NOW, THEREFORE, THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: Section 1. Based upon the above findings, which are hereby adopted, the City Fund numbers and titles set forth on Exhibit A attached hereto and incorporated herein by reference, are deemed to reflect all current City Funds for the fiscal year 1959--90. Section 2. Commencing with the fiscal year 1990-91, and for each fiscal year thereafter unless directed otherwise by Council ordinance - 1 action, the numbers and titles of City Funds fvr each fiscal year shall be reflected in an attachment tv the Annual Appropriations Act and established by the ordinance adopting that Act. Those Funds established by resolution or ordinance subsequent to adoption of an Annual Appropriations Act shall be listed in the attachment thereto for the next fiscal year, unless a resolution or ordinance dissolving the Fund is adopted prior thereto. Section 3« All portions of resolutions or ordinances establishing titles and numbers for Funds in conflict with those in Exhibit A hereto are hereby repealed. Any resolution or ordinance establishing a Fund not reflected on Exhibit A hereto is hereby repealed. Section 4« That the matters contained herein concern the public welfare and therefore, an emergency is hereby declared to exist, and this ordinance shall become effective immediately upon its passage by the Council and approval by the Mayor.
