WORK SESSION: Sustainability Commission Recommendations Recommendation #1 City Council President: I move to direct the City Manager to adopt the goal of increasing the volume of waste diverted from landfill from internal operations and facilities from current levels of an estimated 45 percent to at least 75 percent by 2014 and 90 percent Eugene City Council Agenda: February 9, 2009 Z:\CMO\2009 Council Agendas\M090209\A090209S.doc by 2020 and report back to the council with a work plan for implementation that includes fiscal implications. Roll Call Vote Recommendation #2 City Council President: I move to direct the City Manager to report back to the council by August 2010, following the development of a community energy action plan in conjunction with the community climate action plan that will aim to reduce total, community-wide fossil fuel consumption 50 percent by 2030 (as an absolute not a per capita reduction) by (1) establishing targets for achieving that goal; (2) identifying strategies to achieve those targets; (3) identifying necessary adaptations; (4) developing measures for tracking success; (5) identifying financial impacts, and (6) including periodic progress reports back to the community with annual reports of progress to the Sustainability Commission. Roll Call Vote Recommendation #3 City Council President: I move to direct the City Manager to undertake a scoping and resource plan for the development of a food security plan in conjunction with community partners and report back to the council by January 2010. WORK SESSION: Use of Facility Reserves - Next Steps on Police Patrol Facility City Council President: I move to direct the City Manager to include an appropriation of $16 million from the Facility Reserve in the FY10 budget to fund the design and construction of a Police Patrol Facility. Roll Call Vote City Council President: I move to direct the City Manager to use already appropriated and unspent City Hall Complex Master Plan funds to complete an analysis of potential sites in or near downtown to determine the most suitable site for the Patrol Facility and return to Council with a final recommendation on location for the Police Patrol Facility. Each person will have three minutes to speak. When you come to the podium, please give your name, city of residence, and, for Eugene residents, your ward if known. The timer and lights indicate the time you have to speak. A yellow light will come on when you have 15 seconds to complete your comments. The red light indicates the end of three minutes. ACTION: Ratification of Intergovernmental Relations Committee Actions and Direction on Legislative Policy on January 28, and February 4, 2009 City Council President: I move to ratify the IGR Committee's unanimous actions on bills and approval of staff recommendations in the January 28, and February 4, 2009, IGR Bill Reports for bills not pulled for discussion at those IGR meetings.
