AN ORDINANCE CONCERNING THE RECONSTRUCTION,
WIDENING, AND LANDSCAPING OF 5TH AND 7TH
AVENUES AND AUTHORIZING EXECUTION OF AGREEIKENTS
THEREFOR.
THE CITY GF EUGENE DOES ORDAIN AS FOLLOWS:
Section 1. The State of Oregon has funded and proposes
to reconstruct and widen nth and 7th Avenues between Garfield
and High Streets. These streets form a part of Oregon Highway
99. At least twenty-six trees that are defined as "historic
street trees" by the City Charter will be removed if the streets
are widened. New street trees will be planted and other landscaping
done as part of the construction project.
Section ~. Preliminary plans and specifications and statements
of the impact of this project have been made available to the
public at City Hall. A map and description of the project will
be published once a week for four consecutive weeks prior to
the election of i~Iarch 26, 1985 in the Eugene Register Guard,
a newspaper of general circulation within the City of Eugene.
Section 3. The City Manager is authorized to enter into
agreements with the State of Oregon and others at any time prior
to March ~6, 1998 to facilitate this construction project.
Any such agreement with the State shall require an allocation
of part of the project funds to the maintenance of the City' s
historic street trees.
Section 4. These matters concern the peace, health and
safety of the citizens of Eugene and an emergency is hereby

declared to exist. This Ordinance shall become effective immediately
upon its approval by the voters of the city.
