Section 9.258 of the Eu ene Code 1971 • 9 ~s amended by adding a new subsection ~f} thereto, to read and provide: 9.28 ~f~ CAS commercial air ort safety sub•~di strict. 1. Pur ose. The commercial airport safet sub-distric affects lands ad'acent to a y t ~ nd w~th~n the Mahlon Sweet Field Airport. This sub-district is intended to: a. Prevent the creation or establishment of obstruc- tions that are a hazard to air navigation and fli hts and, g b. Prevent the creation or establishment of other hazards to air navigat~an and flight such as distract' light and glare roducin surface Ong P g s, radio interference, smoke, steam or dust, areas which attract birds and hazards of a similar nature. -' 2 • A~p,pl i cabi 1 i ty. Use limitations. In the commercial air ort safet sub-district, the followin 1im' P y g ~tat~ons and standards apply to all uses permitted outright or conditionall in the d' tri cts ta,~~ whi ch the sub-di y ~ s . str~ ct ~ s added. a. The. maximum height. of structures and objects shall normally be the same as t a he districts to which the commercial airport safety sub~•district is added. Naw- ever, na structures, objects, or vegetation shall be erected, altered or permitted to grow or be maintained in such a~manner as to enetrate the ' P heights of the var- ious surfaces described in subparagraph 4 below. b. Surfaces described. . a. Primary surfaces. The primary surfaces are planes logitudinally centered on the runwa centerlines y and extending 200 feet beyond the ends of the re ared runwa surfaces, P P Y The width of the primary surface far each runway is the same as the width of the inner or- tion of the a roach surf P pp ace for that runway. Each approach surfiace extends outward and upward at a slope of 50 horizontal feet to l verb foot be innin at the end o cal 9 g f and at the same elevation as the primary surface and extending to a horizontal distance of 1D,ODD feet along the extended runwa cent line, then slo es u ward 40 horizont y er~- P p a1 feet to 1 vertical foot to an additional distance of 40,000 feet alon th extended runway centerline. g e c. Runway 3-21 approach surfaces. This runwa is anon-precision instrument run a y w y, aligned in an east- west direction and designated as a crosswind runwa . The inner ed es of the a r y g pp oach surfaces coincide with the width of the primary surfaces at the ends of Runwa Y Ordinance - 2 3-~~ and are 500 feet wide. Each approach surface ex- tends outward uniformly to a width of 4,00 feet at a horizontal distance of 10, OOa feet from the primary s~ur- face, its centerline being the continuation of the run- way centerline. Each approach surface extends outward and upward at a slope of 34 horizontal feet to 1 vert i- cal foot, beginning at the end of~and at the same eleva- tion as the primary surface. d. Runway 16L-34R_ approach surfaces. This i s a future runway to be ai~i gned i n a north-~south direction . It will be desigated as a secondary runway. The inner edges of the approach surfaces coincide with the width of the primary surfaces at the ends of Runway 16L-34R and are 250 feet wide. Each approach surface extends outward uniformly to a width of 1,250 feet at a hori- zontal distance of 5, 004 feet f ram the primary surface, its centerline being the continuation of the runway centerline. Each approach surface extends outward and upward at a slope of 24 horizontal feet to 1 vertical foot, beginning at the end of and at the same elevation as the primary surf ace , e. Transitional surfaces. These surfaces are ad~a- cent to the primary surfaces and the approach surfaces, The surfaces slope upward and outward 7 horizontal feet to 1 vertical foot, beginning at the sides of and at the same elevations as the primary surfaces and the approach surfaces, and extend to where they intercept the hori- zontal surface at a height of 150 feet above the airport elevation. There the Runway 16R-34L approach surfaces pass through the conical surface, there are transitional surfaces sloping outward and upward 7 horizontal feet to ~ vertical foot, beginning at the sides of and at the same e1eva~~tions as the approach surfaces, extending to where they intersect the conical surface. there the Run- way 16R-34L approach surfaces extend beyond the conical surface, there ~ are transitional surfaces sl api ng outward and upward 7 horizontial feet to 1 vertical foot, begin- ning at the sides of and at the same elevations as the approach surfaces, and extending to a horizontal dis- tance of 5,OQ0 feet measured horizontally from the edges of the approach surfaces and at right angles to the run- way centerline. f . Horizontal surface. The horizontal surface i s described by swinging arcs of 10,000 feet radii from the center of each end of the primary surfaces of Runway 16R-34L and Runway 3-21, and connecting the arcs with tangent lines. The horizontal surface is a horizontal plane 150 feet above the elevation of the airport and for purposes of this sub-~di strict shall be considered as having an elevation of 515 feet above mean sea level. The horizontal surface does not include the approach and transitional surfaces. g. Conical surface. The conical surface begins at ~rdi nonce - 3 }~ -~~ ~~ - ~~ Y the outer periphery of the horizontal surface and slopes outward and upward 24 horizontal feet to 1 vertical foots starting at the elevation of the horizantal surface, and. extends outward a harizontal distance of 4,004 feet. Note: See also Figure 12 at the end of Chapter 9 far a depiction of mast of the surfaces described in this subsection.. 5. Markin and ii htin The owner of any existing . structure or object that does not conform to the height limi- tatians of this sub-district shall be required to permit the installations operation, and maintenance thereon of markers and lights as deemed necessary by the city to indicate to the operators of aircraft i n the vicinity of the airport of the presence~of those aircraft obstructions. The markers and lights shall be installed, operated, and maintained at the city's expense, . Section 2.
