AN ORDINANCE CONCERNING THE PERFORMING ARTS CENTER; AMENDING
SECTIONS 3.810 AND 3.512 OF THE EUGENE CODE, 1971, AND
DECLARING AN EMERGENCY.
THE CITY OF EUGENE DOES ORDAIN A5 FOLLOWS:
Section 1. The caption preceding Section 3.510 of the Eugene Code, 1911,
and Sections 3,510 and 3.812 are amended to provide:
Hult Center for the Performing Arts - Patron User Fee
3.810 Hult Center for the Performin Arts Patron User Fee,
~1} For purposes of this section, the following words and phrases
mean:
Admission fee. The dollar amount charged, whether or not
received, for entry to an event.
Event. A performance, presentation, demonstration, exhibi-
tion, or meeting at the Hult Center far the Performing Arts to
which the public is invited.
Person, As defined in subsection fie} of section 3.770 of
this chapter.. .
Barter. The exchange of an admission fee fora commodit or

service.
~2} For the privilege of attending an event there is hereby added
to the admission fee for each attendee a patron user fee of $0.50. The
patron user fee shall be:
~a} collected at the time the admission fee is paid,
fib} in addition to the admission fee, and
~c} separately stated an any receipt for the admission fee.
~3} Any admission established by the executive director of the
center or his/her designees}, to be a complimentary admission or to be used
for the purpose of bartering, shall not be subject to the patron user fee.
3.812 Hult Center for the Performin Arts Patron User Fee - Administra-
tion and Collection.

events shall be under the direction and control of the city manager. The
city manager may contract with persons to collect admission fees and patron
user fees. The city manager may adopt rules and regulations to insure all
fees are collected. The rules and regulations may provide for the payment of
the fees by the use of credit cards,
~2} The city manager or his ar her designate shall deposit all
patron user fees collected pursuant to section 3.810 in the Performing Arts
Unearned Income Fund,
~3} No official or employee of the city may disclose any informa-
tion regarding the business of a person required to pay or collect the

patron user fee prescribed in section 3.810, except that nothing in this sub-
section shall prevent.
~a~ The disclosure to, or the examination of records and
equipment by a city official, employee, or agent far the sole
purpose of administering, collecting, or auditing the patron user
fee;
~b~ The disclosure of general statistics regarding taxes
collected or business done in the city; or
~c~ The disclosure of information necessary to enforce the
provisions of sections 3.S1C and 3.812.
Section ~. That the matters contained herein concern the public welfare,
and in order to insure the orderly implementation of these procedures, an
emergency is hereby declared to exist, and this Ordinance shall become effec-
tive immediately upon its passage by the City Council and approval by the
Mayor.
