ORDINANCE NO. 20186
AN ORDINANCE ADOPTING AN UPDATE TO THEEUGENE
AIRPORT MASTER PLAN, A REFINEMENT PLAN OF THE
EUGENE-SPRINGFIELD METROPOLITANAREA GENERAL
PLAN (METRO PLAN); AMENDING THEMETRO PLAN
DIAGRAM TO RE-DESIGNATE PROPERTYCONSISTENT
WITH THE AIRPORT MASTER PLANREFINEMENT PLAN DIAGRAM;
AMENDING THEEUGENE-SPRINGFIELD METROPOLITANAREA
TRANSPORTATION PLAN AND
PUBLIC FACILITIES PLANTO ADD THE GREEN HILL ROAD
REALIGNMENTPROJECT; ADOPTING A SEVERABILITY
CLAUSE; ANDPROVIDING AN EFFECTIVE DATE.
The City Council of the City of Eugene finds that:
A.
October 31, 1990, the Eugene City Council enacted Ordinance No. 19730
adopting the Eugene Airport Master Plan as a refinement to the Transportation Element of
the EugeneSpringfield Metropolitan Area General Plan (Metro Plan).
B.
On May 6, 1993, the Eugene City Council enacted Ordinance No. 19915,
amending the Metro Plan diagram and Lane County zoning for a portion of Tax Lot 100,
Map 17-04-07-00 to provide for expansion of air cargo facilities at the Eugene Airport
according to the 1990 Eugene Airport Master Plan.

On November 16, 1998, the Eugene City Council enacted Ordinance No.
20132, amending the Metro Plan diagram, Airport Master Plan On-Airport Land Use
diagram and Lane County zoning for a portion of Tax Lot 100, Map 17-04-07-00 to
provide for further expansion of air cargo facilities at the Eugene Airport; and
D.
Chapter IV of the Metro Plan sets forth procedures for amendment of the
Metro Plan, which for Eugene are implemented by Sections 9.118 through 9.136 of the
Eugene Code 1971.
E.
In 1998, the City of Eugene began work on an update of the 1990 Eugene
Airport Master Plan and, in May 1999, initiated amendments to the Metro Plan to allow
concurrent processing of the Eugene Airport Master Plan and related implementing
measures (Eugene File RA 99-6; MA 99-1).
F.
On July 6, 1999, the planning commissions of Lane County, Eugene and
Springfield held a joint public hearing to consider the proposed update to the Eugene
Airport Master Plan and implementing amendments.

The planning commissions met in individual work sessions on October 4,
1999 (Eugene), October 5, 1999 (Lane County) and October 19, 1999 (Springfield) to
review the testimony and forward recommendations to their respective elected officials;
and
H.
On October 4, 1999, the Eugene Planning Commission voted
unanimously (5:0) to recommend adoption of the draft Eugene Airport Master Plan and
of the implementing amendments to the Metro Plan diagram, TransPlan and Public
Facilities Plan.
I.
On January 19, 2000 the Eugene City Council conducted a joint public
hearing with the Lane County Board of Commissioners and Springfield City Council on
the proposed update to the Eugene Airport Master Plan and implementing amendments
to the Metro Plan diagram, Lane County zoning map, TransPlan and Public Facilities
Plan and is now ready to take action.
J.
Evidence exists within the record indicating that the proposal meets the
requirements of the Eugene Code, 1971 and the requirements of applicable state and
local law.
NOW, THEREFORE,
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS:
Section
1. The Eugene Airport Master Plan, consisting of the April 1999 draft
Eugene Airport Master Plan Update and amendments thereto set forth in Exhibit A
attached hereto and incorporated herein, is hereby adopted to supersede and replace
the provisions of the Eugene Airport Master Plan adopted as a refinement plan to the
Transportation Element of the Metro Plan by Ordinance No. 19730.
Section 2.
The Metro Plan land use diagram is amended from "Agriculture,"
"Airport Reserve and Rural Commercial" to Government and Education and "Airport
@AA@
Reserve," as depicted on Exhibit B attached hereto and incorporated herein.
Section 3.
The Eugene Springfield Metropolitan Area Transportation Plan
(TransPlan), adopted by the Eugene City Council by Ordinance No. 19385, enacted on
April 28, 1986, and amended by Ordinance No. 19584, enacted on November 28,
1998, Ordinance No. 19857, enacted on June 8, 1992, Ordinance No. 19872, enacted
on September 9, 1992, and Ordinance No. 19887, enacted on November 9, 1992, is
further amended to add the following project to the project list in Section IV. Street and
Highway Element:
Project Name: Green Hill Road, North Boundary of Airport to Airport Road
Description: Closing of existing road and realignment of east boundary of airport
property
Jurisdiction: Lane County, Eugene

Section 4.
The Eugene-Springfield Metropolitan Area Public Facilities Plan,
adopted by the Eugene City Council by Ordinance No. 19478, enacted May 27, 1987 and
amended by Ordinance No. 19858, enacted on June 8, 1992, and Ordinance No. 19873,
enacted on September 9, 1992, is further amended to add the following project to the
Street and Highway Project List:
Project Name: Green Hill Road, North Boundary of Airport to Airport Road
Description: Closing of existing road and realignment of east boundary of airport
property
Jurisdiction: Lane County, Eugene
Section 5.
Although not part of this Ordinance, the City Council adopts the
findings set forth in the attached Exhibit C in support of this action.
Section 6.
If any section, subsection, sentence, clause, phrase or portion of this
Ordinance is for any reason held invalid or unconstitutional by a court of competent
jurisdiction, such portion shall be deemed a separate, distinct and independent provision
and such holding shall not affect the validity of the remaining portions hereof.
Section 7.
Notwithstanding the provisions of the Eugene Charter of 1976, this
Ordinance shall not become effective until identical provisions are adopted by the
Springfield City Council and Lane County Board of Commissioners.
