Councilors Present: Emily Semple, Matt Keating, Alan Zelenka, Mike Clark, Greg Evans,
Lyndsie Leech, and Randy Groves
Councilors Absent: Jennifer Yeh
Mayor Vinis opened the September 11, 2023, meeting of the Eugene City Council in a
hybrid in-person and virtual format at 101 W. 10th Avenue, Suite 114, Eugene, OR 97401.
1. CEREMONIAL MATTERS
Mayor Vinis read a proclamation for the International Day of Democracy.
2. COMMITTEE REPORTS AND ITEMS OF INTEREST
• Councilor Evans -shared updates from the Intergovernmental Relations Committee
regarding legislative priorities, preparation for the upcoming legislative session, and
about the League of Oregon Cities conference in October.
• Councilor Groves -noted it was the anniversary of 9 /11; noted the loss of life and
health effects experienced by first responders.
• Councilor Keating-spoke about the anniversary of 9 /11; noted he had gone on a
ride along with Eugene Police Department; noted his attendance at the annual
Southeast Neighbors Picnic; noted there is a Human Services Commission meeting
next week.
• Mayor Vinis -noted her attendance at the Square One Village 10-year anniversary
fund raiser; spoke about the significance and success of Square One Village.

MOTION: Councilor Groves, seconded by Councilor Keating, moved to
approve the items on Consent Calendar 1. VOTE: 7:0 PASSED
4. PUBLIC FORUM
1. Lin Woodrich -spoke in favor of a public health overlay zone in West Eugene.
2. Allen Mc Wayne -spoke about weaknesses of the Eugene Emeralds' stadium plan.
3. Stephen Boulton -spoke about changes to hangar leases at the Eugene airport.
4. Richard Locke -spoke about the effects of immigration and sanctuary cities.
5. Sandi Mann -spoke about the City's response to issues including homelessness.
6. Billy Harper -spoke in favor of the city contributing funds for the Emeralds
stadium.
7. Rachel Bitecoff -spoke in favor of the city contributing funds for the Emeralds
stadium.
8. Jarl Berg -spoke in favor of the city contributing funds for the Emeralds stadium.
9. Benjamin Brubb -spoke about changes to hangar leases at the Eugene airport.
10. Jill Cole -spoke in favor of the city contributing funds for the Emeralds stadium.
11. Rick Satre -spoke in favor of the city contributing funds for the Emeralds stadium.
12. Don Heady-spoke about the closure of the University District hospital.
13. Kathryn Beer -spoke in favor of the city contributing funds for the Emeralds
stadium.

Councilor Groves -noted that he is a baseball fan and has season tickets to the
Eugene Emeralds; noted Council will be continuing to explore the issue of
providing funds for the stadium; acknowledged the communication challenges
between the hangar leaseholders, the airport, and the Federal Aviation
Administration.
Councilor Keating -thanked Emma Sprat for her testimony; noted his love for
the Eugene Emeralds; noted Council will continue to explore avenues to
contribute funds for the stadium; encouraged the community to offer funding
ideas.
Councilor Semple -noted her appreciation for the evening's speakers; noted she
is concerned about how to provide funding for the stadium given current budget
constraints; encouraged the community to offer funding ideas.
Councilor Zelenka -noted he is a fan of the Eugene Emeralds; stated he is
concerned about how to provide funding for a stadium considering budget
constraints; encouraged the community to offer funding ideas.
Mayor Vinis -noted her appreciation for the evening's speakers.
Mayor Vinis adjourned the meeting at 9:21 p.m.
