HomeMy WebLinkAbout230918 PHMINUTES Eugene City Council Public Hearing Eugene, Oregon 97401 September 18, 2023 5:30p.m. Councilors Present: Emily Semple, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark, Lyndsie Leech, Greg Evans, and Randy Groves Mayor Vinis opened the September 18, 2023, meeting of the Eugene City Council in a hybrid in-person and virtual format at 101 W 10th Avenue, Eugene OR 97401. 1. PUBLIC HEARING: An Ordinance Establishing the S-HM Historic Mims Houses Special Area Zone and Amending the Eugene Zoning Map. Mayor Vinis opened the public hearing. Assistant City Manager, Matt Rodrigues, introduced the topic and provided background information. Willie and Sally Mims provided an applicant statement. 1. Sydney Nilan -spoke in support of the proposed ordinance. 2. Chris Orslinger-spoke in support of the proposed ordinance. Councilor Discussion: • Councilor Keating -asked the applicant how the historical designation would help or hinder the family from renting the property now and in the future. Mayor Vinis closed the public hearing and the record for this code amendment and noted that deliberations and possible action for this item is scheduled for October 9, 2023. 2. PUBLIC HEARING: An Ordinance Concerning the Skinner Butte Height Limitation Area and Downtown Riverfront Special Area Zone, Amending Figures 9.3155(3) and 9.6715(3) of the Eugene Code, 1971. Mayor Vinis opened the public hearing. Assistant City Manager, Matt Rodrigues, introduced the topic and provided background information. Community Development Director, Will Dowdy, provided the applicant statement on behalf of the City of Eugene. There were no speakers for the public hearing. PUBLIC HEARING: An Ordinance Concerning Climate Friendly & Equitable Communities Parking Standards; Amending Sections 9.0500, 9.2160, 9.2430, 9.2450, 9.2751, 9.2775, 9.3030, 9.3116, 9.3125, 9.3155, 9.3165, 9.3515, 9.3625, 9.3631, 9.3715, 9.3811, 9.3815, 9.3910, 9.3915, 9.3950, 9.3970, 9.5150, 9.5200, 9.5350, 9.5450, 9.6105, 9.6205, 9.6410, 9.6415, 9.6420, 9.6430, 9.6435, 9.6440, 9.6794, 9.6810, 9.6815, 9.6820, 9.8030, 9.8615, and 9.9500 of the Eugene Code, 1971; and Providing an Effective Date. Mayor Vinis opened the public hearing. Assistant City Manager, Matt Rodrigues, introduced the topic and provided background information. 1. Jon Belcher -spoke regarding the impact of parking reform on the community. 2. Dan Wilson -spoke in favor of the proposed ordinance. 3. Peter Newstein -spoke in favor of the proposed ordinance. 4. Sara Stockwell -spoke in favor of the proposed ordinance. Mayor Vinis closed the public hearing and noted that written testimony will be accepted until action is taken on the proposed ordinance.
