A RESOLUTION CONCERNING ICE AND SNOW REMOVAL
POLICIES AND AMENDING RESOLUTION NO. 4278 UNTIL
APRIL 1, 2005.
The City Council of the City of Eugene finds as follows:
A. On October 30, 1991, Resolution No. 4278 was adopted implementing ice
and snow removal policies.
B. Section 4 of that Resolution provided that the City not use anti-icing or
deicing chemicals in quantities required for ice and snow control on streets.
C. It would be in the public interest that the City amend Resolution No. 4278 in
order to allow the use of deicing chemicals on City streets during hazardous driving
conditions caused by ice or snow.
NOW, THEREFORE, based upon the above findings,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a
Municipal Corporation of the State of Oregon, as follows:
Section 1. The City Council hereby amends Resolution No. 4278 by repealing
Section 4, renumbering Section 5 and Section 6 to Section 4 and Section 5 respectively,
adding a new Section 6, and amending the policies for ice and snow control contained in
Resolution No. 4278 as follows:
Section 1. These policies apply to the City of Eugene street
system and to streets for which the City has special maintenance
agreements with other jurisdictions for ice and snow control. These
policies do not apply to the Eugene Airport because snow removal
practices and procedures such as plowing, anti-icing, sanding, and
deicing operations at the Airport are influenced by the Federal
Aviation Administration and the operating requirements of commercial
air carriers.
Section 2. Snow plowing and ice control will be performed
along designated snow routes as snowfall occurs. Priorities may be
altered to address specific problem areas. Streets that are not
designated snow routes will not be plowed or receive ice-control
treatments.
Resolution - 1
Section 3. The City does not have a bare pavement policy.
Snow plowing and ice-control operations are intended to provide the
prudent motorist with a reasonably safe traveling surface. During
heavy snowfall or severe icing conditions motorists may need to install
chains or other traction devices.
Section 4. Ice control operations will consist of the application
of anti-icers, deicers, or abrasives along designated snow routes.
When accumulated snow becomes compacted and plowing becomes
ineffective, ice-control treatments will be used as in normal ice control
operations.
Section 5. During ice control operations, appropriate ice-
control treatments will normally be applied within 100 feet of a
controlled intersection, on bridges, overpasses and their approaches,
and along curves and steep grades. The City Manager or designee
may alter this policy to address unique storm conditions.
Section 6. An anti-icer or deicer shall not be used unless
specifically approved by the City Manager, and only after the City
Manager has received information that the chemical is
environmentally safe and cost effective.
Section 2. Except as amended herein, the provisions of Resolution No. 4278
remain in full force and effect. The City Recorder is requested to append a copy of this
Resolution to Resolution No. 4278.
Section 3. This Resolution shall become effective immediately upon its adoption
and shall be effective only until April 1 ,2005, at which time all provisions of Resolution No.
4278 shall go back into effect.
The foregoing Resolution adopted the 12th day of January, 2004.
