A RESOLUTION CALLING A PUBLIC HEARING TO
CONSIDER PROPOSED WITHDRAWAL OF
TERRITORIES FROM THE RIVER ROAD WATER
DISTRICT AND RIVER ROAD PARK AND RECREATION
DISTRICT AND FROM THE SANTA CLARA WATER
DISTRICT.
RECITALS:
A. The Lane County Local Government Boundary Commission by its Notice dated
October 29, 2003, advised that pursuant to ORS 199.466 and ORS 199.519, the following
described real property was annexed to the City of Eugene, effective April 28, 2003:
Tax Lot 5100, Assessor's Map 17-04-23-12, located in the River
Road region of north Eugene, south of Beltline Road, west of
River Road, north of Horn Lane, east of Lake Drive, west of Oak
Drive, and more particularly described on Exhibit A attached
hereto and incorporated herein by reference. (Stevens/Stahl, EC
ED 03-10)
That property is contained in and is a part of the River Road Water District and River
Road Park and Recreation District. The City desires that the property so annexed be withdrawn
from those Districts and that the City assume proportionate liability for the part of the Districts
so withdrawn.
B. The Lane County Local Government Boundary Commission by its Notice dated
August 29, 2003, advised that pursuant to ORS 199.466 and ORS 199.519, the following
described real property was annexed to the City of Eugene, effective June 23,2003:
Tax Lot 6000, Assessor's Map 17-04-24-22, located in the River
Road region of north Eugene, south of Beltline Road, west of
River Road, south of Horn Lane, west of Hodson Lane, and more
particularly described on Exhibit B attached hereto and
incorporated herein by reference. (Tchack, EC ED 03-29)
That property is contained in and is a part of the River Road Water District and River
Road Park and Recreation District. The City desires that the property so annexed be withdrawn
from those Districts and that the City assume proportionate liability for the part of the Districts
so withdrawn.
C. The Lane County Local Government Boundary Commission by its Notice dated
October 30, 2003, advised that pursuant to ORS 199.466 and ORS 199.519, the following
described real property was annexed to the City of Eugene, effective June 162003:

Tax Lot 1800 and a portion of 1900, Assessor's Map 17-04-24-21,
located in the River Road region of north Eugene, south of
Beltline Road, east of River Road, north of Sandra Lane, south of
Greenleaf Avenue, and more particularly described on Exhibit C
attached hereto and incorporated herein by reference.

Road Park and Recreation District. The City desires that the property so annexed be withdrawn

described real property was annexed to the City of Eugene, effective August 12,2003:

Road region of north Eugene, south of Beltline Road, west of
River Road, south of Elkay Drive, north of Sunnyside Drive, and
more particularly described on Exhibit D attached hereto and

That property is contained in and is a part of the River Road Water District and River
Road Park and Recreation District. The City desires that the property so annexed be withdrawn
from those Districts and that the City assume proportionate liability for the part of the Districts
so withdrawn.
E. The Lane County Local Government Boundary Commission by its Notice dated
November 17, 2003, advised that pursuant to ORS 199.466 and ORS 199.519 the following
described real property was annexed to the City of Eugene, effective November 14, 2003:
Tax Lot 6500, Assessor's Map 17-04-23-13, located in the River
Road region of north Eugene, south of Beltline Road, west of
River Road, north of Elkay Drive, east of N. Park Avenue, south
of Beebe Lane, and more particularly described on Exhibit E

That property is contained in and is a part of the River Road Water District and River
Road Park and Recreation District. The City desires that the property so annexed be withdrawn
from those Districts and that the City assume proportionate liability for the part of the Districts
so withdrawn.
F. The Lane County Local Government Boundary Commission by its Notice dated
October 28, 2003, advised that pursuant to ORS 199.466 and ORS 199.519, the following
described real property was annexed to the City of Eugene, effective October 27,2003:

December 16, 2003, advised that pursuant to ORS 199.466 and ORS 199.519, the following
described real property was annexed to the City of Eugene, effective December 15, 2003:
Tax Lot 7900, and ::l:l acre of Lindner Lane right-of-way,
Assessor's Map 17-04-13-33, located in the River Road region of
north Eugene, south of Beltline Road, west of River Road, south
of Lindner Lane, East of Evergreen Drive, and more particularly
described on Exhibit G attached hereto and incorporated herein by

That property is contained in and is a part of the River Road Water District and River
Road Park and Recreation District. The City desires that the property so annexed be withdrawn

H. The Lane County Local Government Boundary Commission by its Notice dated
December 29, 2003, advised that pursuant to ORS 199.466 and ORS 199.519, the following
described real property was annexed to the City of Eugene, effective January 5, 2004:
Tax Lot 3200, Assessor's Map 17-04-23-42, located in the River
Road region of north Eugene, south of Beltline Road, west of
River Road, north of Northwest Expressway, west of Willow
Avenue, and more particularly described on Exhibit H attached

That property is contained in and is a part of the River Road Water District and River
Road Park and Recreation District. The City desires that the property so annexed be withdrawn
from those Districts and that the City assume proportionate liability for the part of the Districts
so withdrawn.

I. The Lane County Local Government Boundary Commission by its Notice dated
January 7, 2004, advised that pursuant to ORS 199.466 and ORS 199.519, the following
described real property was annexed to the City of Eugene, effective January 20,2004:

Road region of north Eugene, south of Beltline Road, east of
River Road, north of Hillcrest Drive, south of Arbor Drive, and
more particularly described on Exhibit I attached hereto and

That property is contained in and is a part of the River Road Water District and River
Road Park and Recreation District. The City desires that the property so annexed be withdrawn
from those Districts and that the City assume proportionate liability for the part of the Districts
so withdrawn.
J. The Lane County Local Government Boundary Commission by its Final Order
No. 1208, approved February 6, 2003, advised that pursuant to ORS 199.490(1)(c), the
following described real property was annexed to the City of Eugene, effective March 24, 2003:
Tax Lots 502, 508 and 509, Assessor's Map 17-04-12-41, located
in the Santa Clara region & north Eugene, north of Beltline Road,
east of River Road, north of Lone Oak Avenue, west of Hunsaker
Lane, and more particularly described on Exhibit J attached hereto

That property is contained in and is a part of the Santa Clara Water District. The City
desires that the property so annexed be withdrawn from that District and that the City assume
proportionate liability for the part of the District so withdrawn.
K. The Lane County Local Government Boundary Commission by its Final Order
No. 1207 approved December 5, 2002, advised that pursuant to ORS 199.490(l)(c), the
following described real property was annexed to the City of Eugene, effective January 21,
2003:
Tax Lot 200, Assessor's Map 17-04-12-20, located in the Santa
Clara region of north Eugene, east of River Road, south of River
Loop #1; east of Admiral Street, and more particularly described
on Exhibit K attached hereto and incorporated herein by

That property is contained in and is a part of the Santa Clara Water District. The City
desires that the property so annexed be withdrawn from that District and that the City assume
proportionate liability for the part of the District so withdrawn.

L. The Lane County Local Government Boundary Commission by its Final Order
No. 1210 approved April 3, 2003, advised that pursuant to ORS 199.490(1)(c), the following
described real property was annexed to the City of Eugene, effective May 19, 2003:
Tax Lot 2700 and a portion of Tax Lot 2400, Assessor's Map
17-04-11-44, located in the Santa Clara region of north Eugene,
north of Beltline Road, west of River Road, north of Santa Clara
Avenue, east of Belmont Street, and more particularly described
on Exhibit L attached hereto and incorporated herein by reference.

That property is contained in and is a part of the Santa Clara Water District. The City
desires that the property so annexed be withdrawn from that District and that the City assume

M. The Lane County Local Government Boundary Commission by its Pinal Order
No. 1211 approved April 3, 2003, advised that pursuant to ORS 199.490(1)(c), the following
described real property was annexed to the City of Eugene, effective May 19, 2003:
Tax Lot 2001, Assessor's Map 17-04-12-20, located in the Santa
Clara region of north Eugene, east of River Road, south and east
of River Loop #1, north of Grizzly Avenue, and more particularly
described on Exhibit M attached hereto and incorporated herein

That property is contained in and is a part of the Santa Clara Water District. The City
desires that the property so annexed be withdrawn from that District and that the City assume
proportionate liability for the part of the District so withdrawn.
N. The Lane County Local Government Boundary Commission by its Final Order
No. 1213 approved June 5, 2003, advised that pursuant to ORS 199.490(1)(c), the following
described real property was annexed to the City of Eugene, effective July 21,2003:

Clara region of no Eugene, west of River Road, south of West
Myoak Drive, north of Federal Way, and more particularly
described on Exhibit N attached hereto and incorporated herein by

desires that the property so annexed be withdrawn from that District and that the City assume

No. 1215 approved June 5, 2003, advised that pursuant to ORS 199.490(1)(c), the following

No. 1219 approved August 7, 2003, advised that pursuant to ORS 199.490(1)(c), the following
described real property was annexed to the City of Eugene, effective September 22, 2003:

NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a
Municipal Corporation of the State of Oregon, as follows:
Section 1. The City Council proposes that the territories bounded by the lines running as
follows, which have heretofore been annexed to the City of Eugene, shall be withdrawn from the
River Road Water District and River Road Parks & Recreation District:
Tax Lot 5100, Assessor's Map 17-04-23-12, located in the River
Road region of north Eugene, south of Beltline Road, west of
River Road, north of Horn Lane, east of Lake Drive, west of Oak
Drive, and more particularly described on Exhibit A attached
