Mayor Vinis opened the March 14, 2022, meeting of the Eugene City Council in virtual format.
1. CEREMONIAL MATTER
Mayor Vinis proclaimed March 31, 2022, as Transgender Day of Visibility in the City of
Eugene.
2. COMMITTEE REPORTS AND ITEMS OF INTEREST
Council Discussion
• City Manager Medary-discussed options for providing humanitarian aid to the
citizens of Ukraine.
■ Councilor Syrett-thanked City Manager Medary and staff for their efforts to
reestablish the City Council Emerging Need Fund.
MOTION AND VOTE: Councilor Syrett, seconded by Councilor Keating,
moved to direct the City Manager to contribute $10,000 from the City Council
Emerging Need Fund to the nonprofit Direct Relief for humanitarian aid and
relief in Ukraine. PASSED 8:0
• Councilor Semple -discussed candidate registrations for City Councilor elections.
■ Councilor Yeh -discussed the opening of a renewable natural gas facility; gave an
overview of presentations on equity, diversity, inclusion provided by Dr. Johnny
Lake at a recent Police Commission meeting.
■ Councilor Keating -discussed access issues with links to Transponder and other
LGBTQIA+ resources on the City website; advocated for more prominent space on
the City webpage for LGBTQIA+ resources; discussed a recent trip to Washington DC
and President Biden's advocacy for bipartisan efforts to address the national opioid
crisis and lack of mental health resources.
■ Councilor Zelenka -discussed the discrimination and equity presentation at Police
Commission and suggested inviting Dr. Lake to a City Council meeting for part of a
work session
• Councilor Clark -echoed Councilor Zelenka's request that Dr. Lake present to
Council on equity and inclusion.
• Councilor Evans -asked the City Manager about ongoing equity and diversity
trainings within the City and advocated for additional presentations and resources
dedicated to these issues; shared his experience with police encounters.

• City Manager Medary -discussed increased trainings surrounding equity, diversity
and inclusion provided by the City.
■ Councilor Evans -asked further questions about trainings related to the trans
community and those representing the full gender spectrum.
■ Councilor Yeh -noted "Pints for Cause" event for Transponder at Ninkasi Brewing
on March 17.
• Mayor Vinis -provided an update that she sent letter to mayor of Irkutsk on behalf
of Council condemning the Russian invasion of Ukraine.
■ Councilor Keating -asked to have the Mayor's letter read aloud and placed into the
City record.

Authority; River Road Parks & Recreation District; River Road Water District; Santa
Clara Rural Fire Protection District; Santa Clara Water District; and Willakenzie
Rural Fire Protection District.
MOTION AND VOTE: Councilor Syrett, seconded by Councilor Keating,
moved to approve the items on Consent Calendar 1, minus the October 11,
2021 meeting minutes. PASSED 8:0

1. Michael Havlik -expressed concerns about proposed renter's protections.
2. Kathryn Dunn -expressed concerns about proposed renter's protections.
3. Tom Kreider -discussed large events using sustainable waste management.
4. Joann Shotola -expressed concerns about proposed renter's protections.
5. Steve Trewe -advocated for passage of proposed renter's protections.
6. Carolyn Partridge -advocated for mandating electrification.
7. Robin Miller -expressed concerns about proposed renter's protections.
8. Linda Kelley -discussed concerns about dependency on fossil fuels.
9. Ellen McKean -advocated for passage of proposed renter's protections.
10. Moriah Stendel -advocated for ongoing work towards decarbonization.
11. Mahindra Mohan Kumar -advocated for passage of proposed renter's protections.
12. Scott Smith -expressed concerns about proposed renter's protections.
13. Lin Woodrich -discussed soil contaminants and rules for chronic toxic polluters.

Council Discussion
■ Mayor Vinis -thanked the speakers for their testimony.
■ Councilor Keating -thanked the speakers for their testimony and ongoing
contributions to the community; discussed equitable treatment of tenants and urged
others to not draw parallels between tenants requesting the return of their deposit
and theft.
■ Councilor Syrett -thanked the speakers for their testimony; discussed middle
housing codes and the impact on climate change; encouraged residents to look at
housing implementation pipeline work toward affordable housing.
■ Councilor Yeh -discussed the expansion of the urban forest; thanked speakers for
their testimony on diversity and reminded everyone about current openings on
Eugene Boards and Commissions.

A. Adoption of a Resolution Annexing Land to the City of Eugene (Assessor's Map 17-
04-23-14, Tax Lots 01600 and 02300, Located at 1070 and 1075 Fairway
Drive)(City File: FAIRWAY HOMES LLC; A 21-14)
MOTION AND VOTE: Councilor Syrett, seconded by Councilor Keating,
moved to approve the item(s) on Consent Calendar 2. PASSED 8:0
