HomeMy WebLinkAbout220613 MTGMINUTES Eugene City Council Hybrid Meeting Eugene, Oregon 97401 June 13, 2022 7:30 p.m. Councilors Present: Emily Semple, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark, Randy Groves, Claire Syrett, Greg Evans Mayor Vinis opened the June 13, 2022, meeting of the Eugene City Council in hybrid format at 101 W. 10th Avenue, Suite 114, Eugene, OR 97401. 1. PLEDGE OF ALLEGIANCE TO THE FLAG The Pledge of Allegiance to the Flag was led by Destanee Butler, a senior at North Eugene High School and Co-Chair of the Youth Advisory Council, in recognition of Flag Day on June 14. 2. CEREMONIAL ITEMS Mayor Vinis read a proclamation to recognize the month of June as LGBTQ+ Pride Month and a proclam a tion to recognize the 19 th of June as Juneteenth. Mayor Vinis recognized that June is also Elder Abuse Awareness and Men's Health Month. 3. COMMITTEE REPORTS AND ITEMS OF INTEREST ■ Councilor Semple -congratulated all 2022 graduates. ■ Councilor Keating-noted that the sixth anniversary of the Pulse Night Club shooting recently passed, a reminder that the gun violence epidemic has increased at disturbing levels; noted that in recognition of Juneteenth, the June Human Services Commission meeting will move to June 27, 2022; outlined the Human Services Commission activities and invited the public to take part in the Charter Review Committee, noting the deadline to apply is June 30, 2022, and more information is available at lanecounty .org: noted that The White House is accepting applications for internships at whitehouse.gov; noted that for the first time ever, all interns at The White House will be paid internships. ■ Mayor Vin is -noted she recently attended the U.S. Conference of Mayors and the Climate Mayors Meeting; noted that Ukrainian President Volodymyr Zelenskyy sent a video speech to the Conference of Mayors, asking the mayors to recognize the profound impact of war on the Ukraine cities and pleading with United States mayors to sever sister city relationships with Russian cities; urged Council to consider if they would like to have a further discussion regarding this matter. ■ Councilor Keating -asked if there is time in June or July agenda to schedule this discussion. ■ Councilor Semple -a sked to clarify if the proposed plan is to have this work session on sister cities overall or only specifically about the Russian sister city relationship. MINUTES -Eugene City Council Me eting June 13 , 2022 Page 1 ■ Councilor Zelenka -asked if Mayor Vinis received a response from the Mayor of Irkutsk in response to the letter sent earlier this year; outlined the origin and goal of Sister Cities International; noted that now might be a good time to move away from the Russian sister city and choose another location to partner with; asked if the President of Ukraine mentioned establishing sister cities in his message; noted that the point of these sister cities is cultural exchanges and these are pointless if those exchanges are not happening or are being blocked by the government. ■ Councilor Clark -noted that he appreciates that Mayor Vin is wrote the letter to Irkutsk; noted his frustration that he was previously told there was not time on the agenda to add additional discussions or work sessions about middle housing before summer break and the sister city discussion is now being scheduled before break ■ Councilor Syrett -stated she is willing to have a further discussion about the relationship with Irkutsk 4. Aya Cockram -spoke in support of a building electrification ordinance. 4. Jim Neu -spoke regarding climate plans and against use of fossil fuels. 5. Jeremy Aasum -spoke about improving air, water, and soil in west Eugene. 6. Richard Oberc -spoke about the Eugene Charter and residents of Eugene. 7. Joshua Korn -spoke about Senate Bill 283 and Wi-Fi exposure. 8. Lin Woodrich -spoke about evacuation zones for the Bethel community. 9. Nickolas Anzelmo -spoke about discrimination in masking policies in Lane County and Eugene. 10. Sam Tyler -spoke in favor of building electrification and banning new natural gas hookups. 11. Melinda Stone -spoke about masking policies and her recent Eugene Police and municipal court experience. 12. Kathryn Dunn -spoke about Renter Protections Phase 1. 13. Aeron Lerch -spoke in favor of a building electrification ordinance and about discrimination against transgender individuals. 14. Megan Kemple -spoke in favor of increased funding for pedestrian and bike path facilities in the street bond renewal. 15. Valerie Metcalfe -spoke against the proposed renter protections. Kathy Ging -spoke against lot coverage in the proposed middle housing ordinance. 18. Laura Allen -spoke on behalf of the Sustainability Commission in favor of building electrification. 19. Randy Prince -spoke about urban fire storms and fire safety. 20. Joann Shotola -spoke against proposed renter protections. 21. Victor Odlivak -spoke about safe technology and against Wi-Fi exposure. 22. Kevin Fletcher -spoke in favor of increasing funding for active transportation. 23. Tomoko Sekiguchi -spoke in favor of increasing funding for active transportation. 24. Richard Hughes -spoke in favor of increasing funding for active transportation. 25. Ingrid Edstrom -spoke about the dangers of electromagnetic activity and 5G. 26. Henry Beck-spoke in favor of building electrification ordinance. 27. William Smith -spoke about the dangers of wireless radiation and 5G. 28. Sabrina Siegel -spoke about the dangers of wireless radiation and 5G. 29. Timothy Morris -spoke in support of renter protections phase 1. Council Discussion ■ Councilor Keating -voiced concern that an in-person speaker acknowledged multiple recent exposures to Covid; reviewed Council Resolution 5312 regarding conduct in meetings; requested that staff provide the meeting conduct rules on the public meetings page on the Eugene website and paraphrased some of the rules; expressed concern regarding statements made during Public Forum. 6. Initiation of Land Use Code Amendment: Floodplain Regulation Update to Meet FEMA Standards for the National Flood Insurance Program MOTION AND VOTE: Councilor Syrett, seconded by Councilor Keating, moved to approve the items on Consent Calendar 2. PASSED 8:0 7. ACTION: Appointments to Boards, Commissions, and Committees BUDGET COMMITTEE MOTION: Councilor Syrett, 2nd by Keating: Move to reappoint Ryan Moore to the Budget Committee for a three-year term beginning July 1, 2022 and ending on June 30, 2025. MOTION TO SUBSTITUTE: Councilor Clark, seconded by Councilor Semple, moved to substitute with Ted Coopman. Council Discussion ■ Councilor Keating -asked how many of the seven votes Ted Coop man received. ■ Councilor Clark -noted that he disagrees with the process and does not like that the nomination vote is cast in secret rather than a formal and public vote; stated MINUTES -Eugene City Council Meeting June 13, 2022 Page 3 concern that Ryan Moore missed half of the previous year's Budget Committee meetings; said he believes Ted Coopman is his preferred choice for several reasons. ■ Councilor Zelenka -noted that Ryan Moore apologized for and addressed his previous absences during his statement for Budget Committee. ■ Councilor Syrett -noted that this would be his Ryan Moore's second term and that he is the appointed representative to the Human Services Commission and does attend and participates in those meetings as well. ■ Councilor Keating -noted that votes are not made in secret and are public record. ■ Councilor Clark -noted that Council should review processes in the future as he believes there are flaws in the system. VOTE ON MOTION TO SUBSTITUTE: FAILED 4:5, opposed by councilors Syrett, Keating, Yeh and Zelenka with Mayor Vinis' vote in opposition breaking the tie. VOTE ON ORIGINAL MOTION, RESTATED: Councilor Syrett, seconded by Councilor Keating, moved to reappoint Ryan Moore to the Budget Committee for a three-year term beginning July 1, 2022 and ending on June 30, 2025. PASSED 7:1, opposed by Councilor Semple MOTION AND VOTE: Councilor Syrett, seconded by Councilor Keating, moved to appoint Zach Mullholland to the Budget Committee for a three- year term beginning July 1, 2022 and ending on June 30, 2025. PASSED 8:0 HUMAN RIGHTS COMMISSION MOTION: Councilor Syrett, seconded by Councilor Keating, moved to appoint Sarai Johnson to the Human Rights Commission for the unexpired term beginning July 1, 2022, and ending on June 30, 2023. MINUTES -Eugene City Council Meeting June 13, 2022 Page 4 MOTION TO SUBSTITUTE: Councilor Semple, seconded by Councilor Clark, moved to substitute Julie Lambert for Sarai Johnson. Council Discussion ■ ■ ■ Councilor Semple -stated Sarai is great and very involved in various projects in the city; noted that she has worked with Julie Lambert and she would bring a different energy; stated that Julie's lived experience with mental and physical health challenges as well as a previously unhoused individual would bring a unique perspective and would be a valuable voice on the Human Rights Commission. Councilor Groves -noted Sarai has done a great job at the county level and working on the unhoused situation; asked if Sarai's work with the county poses a conflict of interest. Councilor Yeh -noted she voted for both Sarai and Julie and is disappointed that they are not both being appointed; stated she supports nominating Sarai as she is a North Eugene resident and there is a lack of individuals from North Eugene who choose to apply for boards and commissions; noted her hope that seeing a North Eugene resident on a board may encourage others to apply. VOTE ON MOTION TO SUBSTITUTE: FAILED 4:5, opposed by councilors Syrett, Keating, Yeh and Zelenka with Mayor Vinis' vote in opposition breaking the tie. EAST ALTON BAKER PARK PLAN AND EC 5.160: USE OF ELECTRONIC MICROMOBILITY DEVICES IN WHILAMUT NATURAL AREA MOTION: Councilor Syrett, seconded by Councilor Keating, moved to adopt the Ordinance Concerning the Use of Electric Micromobility Devices in the Whilamut Natural Area of Alton Baker Park; Amending the East Alton Baker Plan; and Amending Section 5.160 of the Eugene Code, 1971. Council Discussion ■ ■ Councilor Semple -noted that this is a difficult topic for her as she sees both sides; noted that the large natural area in the middle of the city is very special; noted that there is a climate crisis and this area is the most direct route for alternative transportation options; noted that the past Whilamut Citizen Planning Committee foresaw this issue and stated in 1996 that high volumes of bicycles commuters traveling at high speeds through the park are incompatible with passive recreation and the main purposes of the park and that committee recommended the use of planned amenities and safe trails; said that the proposed plan appears to be the best option. Councilor Zelenka -noted he uses the trail along the river often and it would not be an appropriate bike or scooter path but the proposed paths are large enough to drive cars; stated agreement with Councilor Semple that in the current climate crisis, promoting carbon neutral alternative modes of transportation is important and this path encourages many to choose alternative methods of transportation; stated he is in support of the proposed plan.
