Randy Groves, Claire Syrett, Greg Evans
Mayor Vinis opened the June 27, 2022, meeting of the Eugene City Council in hybrid
format at 101 W. 10th Avenue, Suite 114, Eugene, OR 97401.
1. PLEDGE OF ALLEGIANCE TO THE FLAG
In honor of Independence Day on July 4th, representatives from the League of
Women Voters of Lane County led the recitation of the Pledge of Allegiance to the
Flag.
2. CEREMONIAL MATTERS
In honor of Independence Day on July 4th, representatives from the League of
Women Voters of Lane County recited the Bill of Rights.
3. COMMITTEE REPORTS AND ITEMS OF INTEREST
■ Councilor Syrett -expressed frustration about the Supreme Court ruling to overturn
Roe v. Wade; encouraged people to support programs that provide reproductive
healthcare.

camping.

6. PUBLIC HEARING AND ACTION -Resolution Adopting a Supplemental Budget;
Making Appropriations for the City of Eugene for the Fiscal Year Beginning July
1, 2021 and Ending June 30, 2022.
Mayor Vinis opened the Public Hearing.
1. John Barofsky-spoke in favor of the proposed supplemental budget; discussed
funding options.
Mayor Vinis closed the Public Hearing.
Council Discussion
■ Councilor Zelenka -clarified that Eugene Water & Electric Board's (EWEB)
Contribution In Lieu of Taxes goes into the budget's general fund; noted that the
general fund is limited, and rededicating funds would cause cuts elsewhere in the
general fund.
MOTION AND VOTE: Councilor Syrett, seconded by Councilor Keating,
moved to adopt a resolution adopting a supplemental budget; making
appropriations for the City of Eugene for the fiscal year beginning July 1,
2021 and ending June 30, 2022. PASSED 8:0

7. PUBLIC HEARING AND ACTION -A Resolution Adopting the Budget, Making
Appropriations, Determining, Levying and Categorizing the Annual Ad Valorem
Property Tax Levy for the City of Eugene for the Fiscal Year Beginning July 1, 2022
and Ending June 30, 2023; A Resolution Electing to Receive State Revenue Sharing
Funds Pursuantto Section 221.770 of Oregon Revised Statutes; and a Resolution
Certifying That the City of Eugene Provides the Municipal Services Required by
Oregon Revised Statutes Section 221.760 in Order to Receive State Shared
Revenues.
Mayor Vinis opened the Public Hearing.
1. Luke Barnard -expressed opposition to the funding allocated to the police.
2. Ethan Klein -expressed opposition to the funding allocated to the police.
3. John Barofsky-spoke in favor of the proposed budget; noted deviation from policy.
4. Jacob Trewe -expressed opposition to the funding allocated to the police.
5. Kevin Cronin -expressed opposition to the funding allocated to the police.
Mayor Vinis closed the Public Hearing.
MOTION AND VOTE: Councilor Syrett, seconded by Councilor Keating,
moved to approve a resolution electing to receive state revenue sharing
funds pursuant to section 221.770 of Oregon Revised Statutes. PASSED 8:0
MOTION AND VOTE: Councilor Syrett, seconded by Councilor Keating,
moved to approve a resolution certifying that the City of Eugene provides the
municipal services required by Oregon Revised Statutes section 221.760 in
order to receive state shared revenues. PASSED 8:0
MOTION AND VOTE: Councilor Syrett, seconded by Councilor Keating,
moved to approve a resolution adopting the budget, making appropriations,
determining, levying and categorizing the annual ad valorem property tax
levy for the City of Eugene for the fiscal year beginning July 1, 2022 and
ending June 30, 2023. PASSED 8:0
Mayor Vinis closed the meeting of the Eugene City Council and convened a meeting of the
Eugene Urban Renewal Agency.
8. PUBLIC HEARING AND ACTION -A Resolution of the Urban Renewal Agency of
the City of Eugene Adopting the Budget, Making Appropriations, and Declaring
the Amount of Tax to Be Certified for the Fiscal Year Beginning July 1, 2022 and
Ending June 30, 2023.
Mayor Vinis opened the Public Hearing.

Mayor Vinis closed the Public Hearing.
Council Discussion
■ Councilor Syrett -stated EWE B's increased Contribution In Lieu of Taxes has been
factored into the Fiscal Year 23 Budget projections.
■ Councilor Zelenka -reemphasized that reallocating general fund money would still
require cutting other expenses in the general fund; stated that rental weatherization
funding has been an ongoing issue.
MOTION AND VOTE: Councilor Syrett, seconded by Councilor Keating,
moved to approve a resolution of the Urban Renewal Agency of the City of
Eugene adopting the budget, making appropriations, and declaring the
amount of tax to be certified for the fiscal year beginning July 1, 2022 and
Ending June 30, 2023. PASSED 8:0
Mayor Vin is closed the meeting of the Eugene Urban Renewal Agency and reconvened a
meeting of the Eugene City Council.
9. ACTION: An Ordinance Concerning Public Contracts and Amending Sections
2.1400, 2.1405, 2.1415, 2.1420, 2.1425, 2.1430 and 2.1451 of the Eugene Code,
1971.
MOTION AND VOTE: Councilor Syrett, seconded by Councilor Keating,
moved to adopt the ordinance concerning public contracts and amending
sections 2.1400, 2.1405, 2 .1415, 2.1420, 2.1425, 2.1430 and 2.1451 of the
Eugene Code, 1971. PASSED 8:0
Mayor Vinis adjourned the meeting at 9:32 p.m.
