ADMINISTRATIVE ORDER NO. 53-23-05-F
of the
City Manager of the City of Eugene
ADOPTING “EUGENE TECHNICAL CODE FOR
CONSTRUCTION” ADMINISTRATIVE RULE R-8.010TC; AND
REPEALING ADMINISTRATIVE ORDER 53-98-08-F.
The City Manager of the City of Eugene finds that:
A. Section 8.010 of the Eugene Code, 1971(EC) authorizes the City Manager to
administratively adopt a technical code to regulate the construction of buildings, structures,
building elements, components and equipment for the City of Eugene.
B. The Eugene Fire Code is adopted through Administrative Rule R-8.010FC.
C. On September 14, 2023, I issued Administrative Order No. 53-23-05 ordering that
notice be given of the opportunity to submit written comments on a proposal to adopt Eugene
Technical Code for Construction Administrative Rule R-8.010TC.
D. Notice of the proposed rulemaking was given by making copies of the Notice
available to any person who had requested such notice and any business which possesses a license
issued pursuant to this Rule, providing copies of the Notice to the City Council and, to the extent
required by state law, to the state and Lane County, and by publication of the Notice in the Register
Guard newspaper on October 15, 16, 17, 18, and 19, providing interested persons an opportunity
to submit comments on the proposed amendments until the end of the day on October 30, 2023.
No comments concerning the proposed Rules were submitted within the time or in the manner set
out in the Notice.
On the basis of these findings, I order that:
1. Administrative Order No. 53-98-08-F is repealed.
2. Administrative Rule R-8.010TC, setting out the Eugene Technical Code for
Construction, is adopted as follows:

EUGENE TECHNICAL CODE FOR CONSTRUCTION
ADMINISTRATIVE RULE R-8.010TC
R-8.0l0TC Technical Code. The Eugene Technical Code for Construction is comprised of
the regulations set out in:
(1) Sections 8.001 through 8.010 of the Eugene Code;
(2) The City’s administrative rules that are adopted to implement sections 8.001
through 8.010 of the Eugene Code, including but not limited to R-8.005; and
(3) The following Oregon specialty codes, which may be subject to amendments by
action of the State from time to time:
(a) The State of Oregon Structural Specialty Code (OSSC), as adopted by OAR
Chapter 918-460-0010;
(b) The State of Oregon Mechanical Specialty Code (OMSC), as adopted by
OAR 918-440-0010;
(c) The State of Oregon Plumbing Specialty Code (OPSC), as adopted by OAR
918-750-0110;
(d) The State of Oregon Electrical Specialty Code (OESC), as adopted by OAR
918-305-0100;
(e) The State of Oregon Residential Specialty Code (ORSC), as adopted by
OAR 918-480-0005;
(f) The State of Oregon Energy Efficiency Specialty Code (OEESC), as
adopted by OAR 918-460-0500;
(g) The State of Oregon Manufactured Dwelling Installation Specialty Code
(OMDISC), as adopted by OAR 918-500-0510; and
(h) The Small Home Specialty Code established by, or pursuant to, ORS
455.616.
