HomeMy WebLinkAboutAdmin Order 44-23-08 -- Appointing Treasury OfficerAdministrative Order - Page 1 of 2 ADMINISTRATIVE ORDER NO. 44-23-08 of the Finance Officer and City Treasurer APPOINTING NEIL OBRINGER AS TREASURY OFFICER; RESCINDING THE APPOINTMENT OF VICKI SILVERS AS TREASURY OFFICER; AND REPEALING ADMINISTRATIVE ORDER NOS. 44-10-03 AND 44-18-05. The Finance Officer and City Treasurer of the City of Eugene finds that: A.Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, the City Manager is designated as the administrative head of the City and is specifically authorized to make all purchases, appoint, and remove all employees, and act as business agent for the City Council. B.On June 22, 2018, the City Manager issued Administrative Order No. 21-18-04 appointing me as the City Finance Officer and City Treasurer, and authorizing me to perform the duties and responsibilities set forth in Sections 2.505, 2.515, 2.525, 2.527, 2.530 and 2.540 through 2.547 of the Eugene Code, 1971 ("EC"). That Order also granted me the authority to delegate any of those duties to qualified persons. C.On September 17, 2018, I issued Administrative Order No. 44-18-05 appointing Vicki Silvers as Treasury Officer and, although Administrative Order No. 44-10-03 was effectively superseded in 2018 by Administrative Order No. 44-18-05, an explicit repeal of Administrative Order No. 44-10-03 is included in this order for record-keeping purposes. D.I continue to find that it is more efficient and in the public interest to appoint a Treasury Officer and with this order appoint Neil Obringer as Treasury Officer with the authority to perform those duties and responsibilities set forth in EC 2.530 regarding investments and to administer the City's bank accounts and the Local Government Investment Pool accounts. NOW, THEREFORE, The Finance Officer of the City of Eugene orders and directs that: 1.Administrative Order Nos. 44-10-03 and 44-18-05 are repealed. 2.Neil Obringer is appointed as Treasury Officer of the City of Eugene, to replace Vicki Silvers. 3.As Treasury Officer, Neil Obringer shall perform those duties and responsibilities set forth in Section 2.530 of the Eugene Code, 1971, regarding investments and is authorized to administer the City's bank accounts and the Local Government Investment Pool accounts. Administrative Order - Page 2 of 2 4.The Treasury Officer may in turn delegate any of the duties or responsibilities of the appointment to such person or persons qualified to perform the duties upon finding it would be more efficient and in the public interest to do so. 5.Nothing in this Order limits the continued performance of the duties delegated to: a.Senior Financial Analyst Kacia Edison, by Administrative Order No. 44- 23- 05, to perform duties concerning investment activities under EC 2.530; or b.Financial Analyst Jack Spinner, by Administrative Order No. 44-23-05, to perform duties concerning investment activities under EC 2.530.
