BACKGROUND When needed, interim appointments are made to various boards, committees, and commissions outside of the regular annual recruitment process. Originally called the East Alton Baker Park Planning Committee, and now renamed the Citizen Planning Committee for the Whilamut Natural Area of Alton Baker Park, the committee was created to prepare a plan to determine the appropriate mix of passive recreational uses for the park. The committee is now charged with implementing that adopted plan. There are 15 at-large members, ten from Eugene, and five from Springfield. The Mayor nominates candidates; the City Council appoints from the Mayor's list. Staff from both Willamalane and the City of Eugene Parks and Open Space Division were involved in this nomination process used by the Willamalane Board of Directors. This is an appointment of a Springfield representative; in this instance the Willamalane Board makes the nomination which is forwarded to the Eugene Mayor who, in turn, submits the nomination for approval by the City Council. RELATED CITY POLICIES There is no policy issue related to these appointments. COUNCIL OPTIONS The City Council can vote to approve the nominee; it can also request additional information or background on the applicant and delay the vote, or reject it entirely. CITY MANAGER’S RECOMMENDATION The City Manager recommends approval of the proposed nomination. ACTION REQUESTED Appoint Charlotte Behm to the CPC. BACKGROUND There were three applicants for one CPC position. Charlotte Behrn is a former member and chair of the CPe. I-Ier past experience will allow her to make an irmnediate contTibution to the committee. In addition, a majority of the current CPC members indicate a preference for reappointing Ms. Behm. In the past (in rnost cases); the Willamalane Board Chair has rnade recomnwndations regarding appointments to the CPC. Ilk Chair's recommendations are adopted under the Consent Calendar at a Wil1amalane Board Meeting. What do you most enjoy about the park? I, commute by bike through the park often between Springfield and Eugene. My favorite times are very early morning and at nl~ht. In the early morning, especially in the area around Leisure lane, I can hear the ammals scurrying away from the path as I ride by, as If I am the earliest person that day and the animals are waking up. At night, I love riding on the road between Autzen Bridge and U- Yuu, looking at the lights reflected in the river. Then in the winter, the frogs are singing in the vernal pond by the Knickerbocker Bridge, If I speak to them, they are instantly quiet 2.. The Citizen Planning Committee (CPC) meets as a full committee on a quarterly basis and all members are expected to attend. There are additional opportunities for Involvement which include sub-committees which focus on specific park Issues and volunteer work parties in the park. Would you be able or willing to participate in these additional activities? Yes. As Chair of the CPC, I proposed the organization of the sub~committees, and saw that this structure enabled us to be much more effective as a group than when we only met four times a year. Even though I have been off of the CPC for two years, I have continued to be active in the Outreach Subcommittee. I'll describe three of the events in which I have had leadership roles in those last two years, Wilrn.aJt.1aokiH~r Tour. I collaborated with the Wayne Morse Center for Law and Politics at the University of Oregon to organize a tour of the Springfield Talking Stones with Wilma MankiUer and Charlie Soap in October 2005. Eugene ..Libr~[y Display. ! contacted the Eugene Library and organized a display from November 1 - December 31, 2005. We have four display cases with information/objects! pictures about the Whilamut Natural Area, the Talking Stones and their fabrication, the Kalapuyas, and Nearby Nature. I-CC Tabl~/QDI Workshop. I contacted outreach subcommittee members about having a table about the Whilamut and the Talking Stones at an "alternative Columbus Day" event at Lane Community College in 2004. During that event, we were asked to do a workshop at the Oregon Diversity Institute the next month. I helped organize the workshop - a panel presentation by Cora Jones, David Sonnichsen, Usa Pondery and Susan Reddoor. 3.. Describe your top three interest areas or issues regarding the Whilamut Natural Area of Alton Baker Park. 1. Increase visibility of the Whilamut Natural Area and awareness of the park issues In the broader SpringfieldlEugene area and in my neighborhood, such as promoting volunteer opportunities. I live in the neighborhood adjacent to Eastgate and am an officer in the neighborhood association. 2. Strengthen alUances with citizen and governmental bodies and agencies to ensure that the Park Plan is understood and honored, including efforts to strengthen native plants and natural areas. 3. Continue the promotion of the Kalapuya presence in the park. Since the Talking Stones have been installed, I regularly clean them and trim the areas around them, and plan to continue that contribution. 4.. The epc works with the City of Eugene, Witlamalane Park and Recreation District, and other organizations. What specific strengths and attributes can you contribute to the CPG. I have demonstrated a history of leadership and vision in park issues, ability to work hard, as well as to be organized and dependable. I have experience in bringing together a diverse group of people. Some examples of other experience: I received nearly $1 million in federal grants to research the perspectives that females, American Indians, African Americans, and Latina/os bring to math, science, engineering, and technology. More than fifty people nationwide worked on the seven~year project; most were females and/or people of color. As a mechanical engineer, I have managed multi-million dollar research or construction projects, I have a masterts degree in Rehabilitation Engineering and have designed accommodations for people with disabilities. I have served on the Boards of several non-profits and other citizen organizations. 5.. Please cite an example in which a wide range of opinions surfaced within a group to which you belonged, and your role in bringing divergent sides toward resolution. Last month, I attended the annual planning retreat of the Board of a prominent, active non~profit or~anization in Springfield/Eugene. Due to her mother dying, the chair had been essentially absent for five months and conflict and burnout had surfaced. The chair, who had led the organization for several years, announced that she wanted to step down and there was no one to take her place. The meeting was dragging and I was taking minutes. t stepped up my participation by asking for clarification and resolution on issues. i received feedback from members that I was instrumental in helping the Board make the healthy decision to focus only on projects already In motion and to have essentially a non-building year. I have only been there once, but was able to appreciate the value of the area and the need to sustain this kind of place for everyone, I enjoyed the open wooded areas and the largeness of the area, It is good to be in surroundings as nature intended them to be. 2. The Citizen Planning Committee (epG) meets as a full committee on a quarterly basis and all members are expected to attend. There are additional opportunities for involvement which include sub-committees which focus on specific park issues and volunteer work parties in the park. Would you be able or wilHng to participate in these additional activities? i would be able to attend the meetings and would like to be involved in the committees 3. Describe your top three interest areas or issues regarding the Whilamut Natural Area of Alton Baker Parle 1. I am interested in natural plant communities and encouraging natural wildlife that would be appropriate to this plant life. 2. I would like to have a place where people would feel safe during activities there. 3. I would like to see the stream have as natural a population as possible. 4, The CPC works with the City of Eugene, WiIlamalane Park and Recreation District, and other organizations. What specific strengths and attributes can you contribute to the CPC, I have mediation experience, good communication skills and fundralsing experience. 5.
