AN ORDINANCE ORDERING A SPECIAL CITY ELECTION
T4 BE CONDUCTED BY THE LANE COUNTY ELECTION
DEPARTMENT CONCURRENTLY WITH THE PRIMARY
ELECTION ON MAY 24, 1986 FOR TflE PURPOSE
OF REFERRING TO THE LEGAL ELECTORS OF THE
CITY OF EUGENE A MEASURE AUTHORIZING $194,142
TAX ON OWNERSHIP OF REAL PROPERTY IN DOWNTOWN
DEVELOPMENT DISTRICT; PROVIDING FOR ALL ACTS
NECESSARY FOR THE CARRYING ON OF SAID ELECTION;
AND DECLARING AN EMERGENCY.
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS:
Section 1. The City Council does hereby order an election
to be held in the City of Eugene, Oregon concurrently with the
primary election on Tuesday, May 2Q, 1986, at which time there
shall be submitted to the electors of the City for their approval
or rejection, the following Measure, to-wit:

THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS:
BE IT ENACTED BY THE ELECTORS OF THE CITY OF
EUGENE, OREGON:
Section 1. Measure authorizes tax of $194,142
outside Constitutional 6 percent limitation on ownership
of real property in Downtown Development Distric t
only and not elsewhere in City f or operating expenses.
of District July 1, 1986 to June 30, 1987. If Measure
is approved, operating budget of District to be financed
by taxation on ownership of real property in District
for Tax Year 1986-87 will be $1,789 more than the
operating budget so financed in preceding year.

Section Z. If voters approve this Measure, the
Downtown Commission will be able to continue to provide
free parking for patrons of the Downtown area. The
cast for providing this service is paid partly by
taxation on property owners within the Downtown Development
District boundaries and is not supported by taxes
outside these boundaries. If this Measure is approved,
all of the tax will be financed by District taxpayers
without any partial payment by the State.
Section 3. This Measure shall become effective
July
Section ~. The proposed Measure shall be placed upon the
official ballot by the City Recorder. There shall be furnished
to the County Clerk for Lane County certified copies of the
ballot title for the Measure. The City Attorney shall prepare
and the City Recorder shall furnish the ballot title for th e
Measure and direct that the County Clerk f or Lane County place
the Measure upon the ballot to be used at the special city election
to be held on May 2D, 1986, to be voted upon by the electors of
the City.
Section 3. The City Council hereby orders that the election
shall be held con currently with and in the same manner as the
primary election on the 20th day of May, 1986, in accordance
with the provisions of Chapter 254 of Oregon Revised Statutes,
and the ballots shall be counted and tabulated and the results
certified as provided by law.
Section 4. The City Recorder is directed to give not less
than ten days notice of the election by publication of one notice
thereof in the Register Guard, a newspaper published in the City
and of general circulation therein.
Section 5. The matters contained herein concern the peace,
health, and safety of the citizens of Eugene, and in order to

comply with the directives contained herein, an emergency is
hereby declar. ed to exist, and this Ordinance shall become effective
immediately upon its passage by the City Council and approval
by the Mayor.
