AN ARDINANCE ADOPTING AMENDMENTS To THE
EUGENE-SPRINGFIELD MBTRUPALITAN AREA GENERAL
PLAN BY ADOPTING THS MSTR4PQLITAN AREA
IRAN 5 PARTAT I QN PLAN WHICH SUPERSEDES THS T--
2~~U PLAN AND BIKEWAY MASTER PLAN; ADAPTING
E~CEPTIANS To LCDC GOALS 3, 4 AND 5; AND
DECLARING AN EMERGENCY.
The City Council of the City of Eugene finds that:
1. The Eugene -Springfield Metropolitan Area General Plan
Metro Plank was adopted by the Eugene City Council on July 28,
1980 and amendments thereto were subsequently adopted on February
8, 1982 by Eugene Ordinance No, 18927 on February 15 ~ 1984 by
Eugene Ordinance No. 19229, on October 22, 1984 by Eugene Ordi-~
Hance Na, 19293, on July 17, 1985 by Eugene Ordinance Na, 19341,
and an September 9, 1985 by Eugene Ordinance 19348.
2. The Metro Plan identifies the Eugene-Springfield Area
2000 Transportation Plan ~T-2000 Plank and the Eugene-Springfield
Metropolitan Area Bikeway Master Plan Bikeway Master Plank as
special purpose or functional plans and as the basis far guiding
surface transportation impr_avements in the metropolitan area.
3. The T-2004 Plan and the Bikeway Master Plan are being
superseded by the Eugene-Springfield Metropolitan Area Transpa r-
tation Plan ~TransPlan~ in order to update the surface transpor-
tation element of the Metro Plan.
4. The TransPlan serves the goals, objectives and policies
of the Metro Plan by addressing mint imadal t ranspo rtat i on ,
including street and highway needs, bicycle facilities, transit
and parking facilities based an development strategies in the
Ordinance ~- 1
Metro Plan; and, in addition, the TransPlan contains policies
relating to air quality and financing of transportation projects.
5. A recommendation on the TransPlan has been received by
the Council from the Eugene Planning Commission, which was
adopted at a public meeting held by the Planning Commission on
November 19, 1985.
6. The Lane County Board of Commissioners has received
recommendations on the TransPlan from the Lane County Planning
CammlSSlon, adopted at a public meeting held by the Planning
Commission on November 19, 1985, and from the Lane County Raad s
Advisory Committee, adapted at public meetings held on November
26 and December 10, 1985.
7. Based upon the above recommendations and the evidence
. and testimony presently in the record, as well as the evidence
and testimony addressed at the public hearings held in the matter
of adopting the TransPlan and amending the Metro Plan,
TSB CITY OF EUGENE DOES ORDAIN AS FOLLOWS:
Section 1. The Eugene-Springfield Metropolitan Area General
Plan is amended to exclude the T-2044 Plan and the Bikeway Master
Plan and to include the TransPlan as described in the attached
Exhibits A and B, which are incorporated herein by reference.
Section 2. Because a portion of each of the fal~.owing
projects Street and Highway Projects 107 and 326 and Bicycle
Projects 320, 125b, 223, 600, 410b, 265 and 689 as appearing in
the October, 1985 TransPlan drafty is to be sited outside the
urban growth boundary, exceptions based on need are taken to
Statewide Planning Goals 3, 4 and 5. A canf lists analaysis under

statewide Planning Gaal 5 is also set forth. Specific details and
findings supporting these exceptions are set f orth in Exhibit C
hereto, which are adopted and incorporated herein by reference.
Section 3. If any section, subsection, sentence, clause,
phrase, ar portion of this ordinance is for any reason held
invalid or unconstitutional by any court of competent jurisdic-
tion, such portion shall be deemed a separate, distinct and
independent provision and such holding shall not affect the
validity of the remaining portions hereof.
Section 4. As further support for its actions, the Council
further adopts and incorporates herein, the Legislative Findings
set forth in the attached Exhibits C and D hereto.
Section 5 . That the matters contained herein concern the
public welfare and safety. In order for the Land Conservation
and Development Commission to consider this amendment for an
amended acknowledgment of compliance at the earliest possible
time, it is necessary for this Ordinance to be effective prior to
the expiration of thirty days. Therefore, an emergency is hereby
declared to exist, and this Ordinance shall be effective immedi-
ately upon its passage by the City Council and approval by the
Mayor, and ratification by the Lane Council of Governments Board.
