HomeMy WebLinkAboutItem C: Eugene Comprehensive Lands Assessment ECC UGENE ITY OUNCIL AIS GENDA TEM UMMARY Work Session: Eugene Comprehensive Lands Assessment Meeting Date: February 23, 2009 Agenda Item Number: C Department: Planning and Development Staff Contact: Jason Dedrick www.eugene-or.gov Contact Telephone Number: 541-682-5451 ISSUE STATEMENT This work session is an opportunity for the council to receive a project update, and discuss current status and next steps associated with the Eugene Comprehensive Lands Assessment (ECLA). BACKGROUND The goal of this effort is to determine whether Eugene has a sufficient supply of land within the Urban Growth Boundary (UGB) to meet the projected demand for residential, commercial, industrial, and non- economic land over the next 20 years. This study addresses Oregon House Bill 3337, which directed the cities of Eugene and Springfield to undertake a study of residential lands sufficiency. The scope was expanded by council direction to assess employment and other land needs as well. Project Update The ECLA project was initiated by the City Council action and added to the Planning Division work program in January 2008. The Planning Commission has since provided a review of the project scope of work and the community engagement plan. ECONorthwest was hired as the project consultant in May 2008, and initial technical work began shortly thereafter. A Community Advisory Committee (CAC) has met on a monthly basis since October 2008, for a total of five meetings thus far. An Agency Technical Advisory Committee (TAC) has met twice. Products of the technical analysis are distributed to the committees prior to each meeting, where members are asked to provide comments and feedback on the analysis and results. Through these efforts, staff has introduced portions of the three primary components of the analysis to the Advisory Committees: ·A Buildable Lands Inventory; ·An Economic Opportunities Analysis; and ·A Housing Needs Analysis. Buildable Lands Inventory The comprehensively assesses the current supply of vacant and developed land within the UGB, as well as what constraints there are on these lands to accommodate future development. A three-phase approach will be utilized to complete this assessment, including: ·Creation of the land base data layer including zoning and Metro Plan designations; ·Identifying limiting factors (constraints) such as Statewide Planning Goal 5 (natural resource) regulations and FEMA floodways; and Z:\CMO\2009 Council Agendas\M090223\S090223C.doc ·Classifying all lands into mutually exclusive categories based on their vacancy and constraints. For example, this process includes designating a given tax lot as vacant or developed. It also includes assigning a given tax lot into one of four categories of limiting factors: committed lands, protected lands, constrained lands or unconstrained lands. Economic Opportunities Analysis The determines what the demand will be for commercial and industrial lands over the next 20 years. This includes: ·An analysis of economic trends; ·Consideration of local conditions; and ·A forecast for employment growth. Housing Needs Analysis The determines what the demand will be for housing lands over the next 20 years. Key components of this analysis will include: ·Recent and anticipated trends that may affect housing mix and density; ·Provision of affordable housing; ·Projected needs for various housing types; and ·Integration of information from the Infill Compatibility Standards and Opportunity Siting projects. Next Steps Key assumptions from the analysis are tentatively scheduled to be presented to the council this April. These key assumptions and council direction will be utilized to model different scenarios associated with growth over the next 20 years. The scenarios will then be presented to the community at public workshops in May. Continued refinement of the scenarios and the preliminary findings will continue through the summer and fall, culminating with the land need determination by the end of the year. Additional council work sessions and/or updates are tentatively planned for July, September and November as products become available and at critical project junctures. The CAC will continue to meet monthly until August to provide comments and feedback on the development of technical analyses. The TAC will continue to meet bi-monthly to help ensure that key information from agency partners is incorporated into the analysis and regular check-ins with the Planning Commission will occur. It is important to note that while the completion of the land needs analysis will address Eugene’s compliance with HB 3337, it is only the technical phase of a larger planning process. If the study determines that additional lands will be needed to accommodate projected growth, the City will need to initiate a process for addressing these needs, either through infill and redevelopment policies, UGB modifications or some combination of both. RELATED CITY POLICIES ·The City Council has included ECLA as a priority item on the Planning Division Work Program. ·Most of the Growth Management Policies are related to ECLA, most notably policies 1, 2, and 5. COUNCIL OPTIONS No formal action is required at this time. Staff will be asking the City Council for input on scenarios at a later date.
