AN~ ORDINANCE ADOPTING AMENDMENTS T~ THE EUGENE-SPRINGFIELD
METROPOLxTAN AREA GENERAL PLAN PERTAINING TG NON.-CONTIGUOUS
ANNEXATIONS.
The City Council of the City of Eugene finds as follows:
~. The Eugene-Springfield Metropolitan Area General Plan Metro Plan
was adopted by the Eugene City Council on July 2$, 198, and amendments
thereto were subsequently adopted on February 8, 1982, by Eugene Ordinance
No. 18921; on Febuuary 15, 1984 by Eugene Ordinance No. 19229; on October 22
1984, by. Eugene Ordinance No. 19293, on July 17, 1985, by Eu ene Ordinance

2. On January 12, 19$7, the Eugene Planning Commission recommended to
the City Council the adoption of the amendments set forth below ertainin

to non-contiguous annexations.
3. The City Council held a public hearing on March 9, 1987, and
approved the amendments to the Metro Plan set forth below.
__ 4, Findings in support of the adoption of these amendments to the
Metro Plan are set forth in Exhibit A attached hereto and incor orated herein

by reference .
5, Based an the above record and findings, the City Council concludes
that the Metro Plan amendments set forth below are consistent with the Land
Conservation and Development Cammission statewide land use p1annin pals
with the unamended ortion of the 9 g '
p Eugene-Springfield Metropolitan Area Gen-
eral Plan, and with other applicable City plans and policies.
NOW, THEREFORE,
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS;
Section 1, The findings set forth above are adopted with the findin s
contained in the amendments and in the on ~ g
ginal Metro Plan which are incor-
porated herein by reference.
Section 2. Chapter II, Section B of the Metro Plan is amended to re-
vise Growth Management and the Urban service Area Element Policy 11 to read
and provide as follows:

or Eugene may .annex land which is not contiguous to their boundaries:
a. The area to be annexed will be provided an urban
servi cep s} which i s dare} desired immediately by residents/
property owners.
b. The area to be annexed can be serviced with a minimum
level of services as directed in the Metropolitan Plan} in a
timely and cost efficient manner and is a logical extension of
the city's service delivery system.
