AN ORDINANCE DISSOL~TING THE EXISTING METRO
PLAN POLICY COMMITTEE, THE METRO AREA TRANS-
PORTATION COMMITTEE, THE METROPOLITAN CABLE
TELEVISION COMMISSION, AND THE URBAN SERVICES
POLICY COMMITTEE; ESTABLISHING A NEW METRO-
POLITAN POLICY COMMITTEE; AMENDING SECTION
2.413 OF THE EUGENE CODE, 1971; REPEALING
RESOLUTION NO . 3 7 Q 9 ; AND DECLARING AN EMER-
GENCY.
The City Council of the City of Eugene finds that:
1. I n 19 8 5 , the C ity of Eugene C ity Counc i ~. , the C ity of
Springfield City Council, and the Lane County Board of Commis-
sioners approved, a joint resolution establishing the Urban Ser-
v~,ces Po11cy Committee and establishing the urban services transi-~
tion process.
2. In 1985 and 1986, the Urban Services Policy Committee,
which included equal elected official and chief. administrative
officer representation from the Cities of Eugene and Springfield
and from Lane County, studied urban transition issues and caused a
study of policy committee consolidation to be conducted.
3. As a result of that study, the Urban Services Policy
Committee recommended that a new Metropolitan Policy Committee be
formed to assume the duties of the existing Metro Plan Policy
Committee ~MPPC } which deals with the Metropolitan Area General
Plan, the Metro Area Transportation Committee ~MATC} which deals
with transportation planning, the Metropolitan Cable Television
Commission ~ MCTC } which deals with cable television issues, and
the Urban Services Policy Committee ~USPC~ which deals with urban
service transition issues.
4. In January, 1987, the City Councils of Eugene and
Springfield and the Lane County Board of Commissioners, after
receiving and considering the recommendation from USPC, approved
the concept of forming a new Metropolitan Pot icy Committee to
assume the responsibilities of the four existing committees.
NOW, THEREFORE,
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS:
Section 1. Based on the above findings, which are adopted
herein, a new Metropolitan Policy Committee is hereby established
to assume the duties and responsibilities of the existing Metro
Plan Policy Committee, the Urban Services Policy Committee, the
Metro Area Transportation Committee, and the Metropolitan C able
Television Commission, and to achieve the following objectives:

1.1 To develop and negotiate solutions to inter-
governmental problems.
1.2 To serve as a forum for developing rec~mmen-
dations for resolving intergovernmental disputes.
l.3 To identify a long-term agenda for intergov-
ernmental efforts.
1.4 To promote intergovernmental cooperation and
coordination between and among local governments.
Section 2. The new Metropolitan Policy Committee shall be
comprised of six voting members, two Councilors each from the
Cities of Eugene and Springfield and two County Commissioners, to
serve at the pleasure of the appointive body. The chief adminis-
trative officers of Eugene, Springf ie1d, and Lane County shall
have ex-officio, nonvoting positions on the Committee. When the
Metropolitan Policy Committee is discussing ar considering trans-
portation matters, the General Manager of the Lane Transit Dis-
trict and a representative from the Oregon Department of Transpor-
tation shall also have ex-officio nonvoting positions on the
Committee.
Section 3. The existing Metro Plan Pal icy Committee and
Urban Services Policy Committee, both formed by Joint Resolution
of Eugene, Springfield and Lane County shah. be dissolved and the
f unc t .ions of those two committees shall be fulfilled by the new
Metropolitan Policy Committee.
Section 4. The City Council of the City of Eugene requests
that t e Lane Council of Governments Board of Directors approve a
resolution transferring its policy authority for transportation
planning matters far the Eugene-~Springf~.eld metropolitan area to
the new Metropolitan Policy Committee, and the existing Metropoli-
tan Area Transportation Committee be dissolved.
Section 5. Staff is directed to prepare and submit to the
Caunc~. such amendments to Ordinance 19359, the cable television
franchise, and the intergovernmental agreement authorized by
Resolution No. 3709, as are necessary to dissolve the Metropolitan
Cable Television Commission and to transfer its functions and
duties to the new Metropolitan Policy Committee.
Section ~. The table of boards, commissions and committees
set fort in Section 2.013 of the Eugene Code, 1971, is amended by
deleting the references therein to the Metro Plan Pot icy Com-
mittee, the Metro Area Transportation Committee, and the Metro-
politan Cable TV/Translator Commission, and adding thereto the
Metropolitan Policy Committee created by this Ordinance.
Section '~. Subject to the provisions of Section 8 of this
Ordinance, Resolution No. 3709, and any other Resolution, Ordi-
nance, or Council action in conflict herewith is hereby repealed.

Section 8. That the matters contained herein concern the
public hea th, welfare and safety and therefore, an emergency is
hereby declared to exist, and this ordinance sha11 become effec-
t ive immediately upon its adoption by the City Council and
approval by the Mayor; provided, however, that the provisions
hereof shall not be implemented until such time as concurring
action is taken by the City of Springfield, the Lane County Board
of County Comma.sszoners, and Lane Council of. Governments.
