AN ORDINANCE AD~PT ~-
ING THE EUGENE SPRING FIELD METROPOLITAN
AREA PUBLIC FACILITIES PLAN.
The City Council of the City of Eugene finds that:
1, Pursuant to ORS 197.610 to 191.650, the Land Conservation and
Development Commission periodically reviews each local overnrnent's com re-

hens~ve plan and land use regulations. The Department of Land Consevation
and Development initiated the periodic review of the Eugene-S rin field

p Plan and land use regulations on June 28, 1985.

to the Department of Land Conservation and Development on June l7 1986.
8. The Eugene City Council held a public hearing on the ro osed Public
Facilities Plan on Jul 1 ~ ~ ,p. p
y 4, 1986. Acton on the Public Facil~t~es Plan was
postponed until the City of Springfield and the Lane County Board of Commis-
sioners reached agreement on the document.
9. The Lane County Board of Commissioners adopted the Public Facilities
Plan with revisions on April 15, 1981. The Springfield City Council a roved

portions of the Public Facility Plan comprise a support document to the

NOW, THEREFORE,
THE CITY DF EUGENE DaES ORDAIN A5 FOLLDwS:
Section I. Based upon the above findings, Which are hereby adapted,
the Eugene~Springfield Public Facilities Plan, attached as Exhibit A, and
incorporating the changes attached as Exhibit B, is adopted.
Section 2. If any section, subsection, sentence, clause, phrase, or
portion of this Ordinance is far any reason held invalid or unconstitutional
by a court of competent jurisdiction, such portion shall be deemed a separate,
distinct, and independent provision, and such holding shall not affect the
validity of the remaining portions thereof.
Section 3. That the matters contained herein concern the public welfare
and safety and therefore, an emergency is hereby declared to exist, and this
Ordinance shall become effective immediately upon its passage by the City
Council and approval by the Mayor.
