AN ORDINANCE CONCERNING ANNEXATIONS; AMENDING SECTION
9.158 OF THE EUGENE CODE, 1971; AND DECLARING AN
EMERGENCY.
THE CITY OF EUGENE DOES ORDAIN AS FOLLO~IS:
Section 1. Subsection ~2} of Section 9.158 of the Eugene Code, 1971, is
amended to read and provide:
9.158 Public Hearin .

Went evidence and testimony as to why or haw the proposed annexation is con-
sistent with the following required criteria:
~a} The property is inside the urban growth boundary and
annexation would be consistent with adopted plans and policies.
fib} Public services and facilities can be provided as pre-
scr~ bed ~ n the Metropolitan Area General Plan, applicable ref i ne-
ment plans, or applicable special area studies ,
~c} Annexation will result in a boundary in which services
can be provided ~n an orderly, efficient, and timely manner.
Section 2. That the matters contained herein concern the public welfare
and therefore, an emergency is hereby declared to exist, and this Ordinance
shall became effective immediately upon its passage by the Cit Council and
